SUBJECT: CT 00-21 (DEV00123) -4TH EXTENSION FOR HOLLY SPRINGS

The Planning Division has completed its review of your application for the fourth Tentative Tract Map
Extension CT 00-21-HOLLY SPRINGS, submitted on July 2, 2020. As you are aware, a maximum of three,
two-year time extensions may be permitted pursuant to the Carlsbad Municipal Code. As the third
extension to Tentative Tract Map CT 00-21 was approved for two (2) years from July 4, 2018, to July 4,
2020, the Holly Springs project, which also includes the Encinas Creek Apartment Homes project (SDP 01-
lO(A)) was set to expire on July 4, 2020.
Pursuant to your letter dated June 25, 2020, it is your understanding that the California State Legislature .
may adopt Senate Bill No. 1120 (SB 1120), which will allow an additional 12 months to record the final
map. Please be advised that, at this time, the Tentative Tract Map CT 00-21 is expired. If legislation is
approved by the State Legislature, staff will accordingly extend the timeframe for the final map to be
recorded. However, please be aware that there are still several outstanding comments and issues that
would need to be addressed in order to move forward to a public hearing to consider the amendment to
Tentative Tract Map, including the request from the Fire Department to provide secondary access to the
Holly Springs subdivision. In addition, focused biological surveys are required and can only be completed
at certain times of the year. Further, pursuant to my letter dated June 11, 2020, legislative actions are
required for the changes proposed to Habitat Management Plan (HMP) hard line areas. These comments
and issues could take several months to address and/or resolve.
The subject application will remain incomplete until the California State Legislature approves SB 1120.
