Thank you for submitting a preliminary review for an electric vehicle service, sales and delivery project
proposed at 3248 Lionshead Avenue. The project site, an approximately 3.74-acre lot, currently is
developed with a 55,573 square foot industrial building.
In response to your application, the Planning Division has prepared this comment letter. Please note that
the purpose of a preliminary review is to provide you with direction and comments on the overall concept
of your project. This preliminary review does not represent an in-depth analysis of your prelect. It Is
intended to give vou feedback on critical issues based upon the Information provided in your submittal.
This review is based upon the plans, policies, and standards in effect as of the date of this review. Please
be aware that at the time of a formal application submittal. new plans, policies, and standards may be
in effect and additional issues of concern mav be raised through a more specific and detailed review.
Planning:
General
1. General Plan and zoning designations for the property are as follows:
a. General Plan: Planned Industrial (PI)
b. Zoning: Planned Industrial (P-M)
2. The project requires the following permits from the Planning Division:
a. Minor Conditional Use Permit (CUP)
3. Auto repair is a conditionally permitted use within the P-M zone. A minor Conditional Use Permit Is
required to be applied for and approved by the City Planner.
4. Automotive sales, showroom and delivery are not permitted land uses in this location. The
sales/showroom shall be removed from the floor plan if an automotive service business is proposed
at this location with a minor CUP.
5. The proposed automotive service shall operate in compliance with Carlsbad Municipal Code (CMC)
Section 21.34.090 - Performance Standards. Please submit a noise study that shows compliance.

6. Provide a complete site plan that shows the entire property.
7. Clearly label each proposed use on the ficfer plan Including the exact number of repair bays.
8. Please show the proposed use of the existing mezzanine level.
9. The project site requires 3,334 square feet of employee eating area. A 2,015 square foot outdoor
employee eating area has been provided. Therefore, 1,319 additional square feet of employee eating
area must be provided within the building. Please show these areas on the plans for the minor CUP.
10. Please show ail applicable project Information located on planning application form P-2 -
Development Permits. Planning applications can be found online at:

All necessary application forms, submittal requirements, and fee information are available at the Planning
counter located in the Faraday Building at 1635 Faraday Avenue or online at

Land Use Element and the Zoning Ordinance online at the website address shown; select Department
Listing; select Planning Home Page. Please review all Information carefully before submitting.
land Development Engineering;
1. Submit a traffic study with any application for discretionary permits.
2. Submit a completed Storm Water Standards Questionnaire (E-34). If the project is completely
confined within the building interior as currently proposed, the project would not be defined as a
"development project" and therefore would not be subject to the requirements of the Carlsbad BMP
Design Manual.
Fire Prevention;
1. Architectural plans for mixed use M/S Occupancy shall be submitted to Fire Prevention for review
prior to building permit Issuance.
