5 Although construction of a single-family residence on a lot is exempt from requiring a Hillside
Development Permit, this project will need to meet all of the standards and guidelines of CMC
Section 21 95 140 While insufficient information has been provided the following development
standards apply pursuant to CMC Sertion 21 95
6 Please submit a grading plan which includes topographical contours to assist staff with the review
of the grading and building plans Per CMC Section 21 95 130, the grading plan will also need to
include a slope analysis and slope profiles on a constraints map to determine how the Hillside
Development Standards apply
7 At submittal of the Minor Subdivision application this project will need to include a Biological
Technical Report (BTR) prepared by a qualified biologist in accordance with the specific
requirements of CMC Chapter 21 210, the Habitat Management Plan for Natural Communities in
the City of Carlsbad (a k a the Habitat Management Plan (HMP)) The BTR is a critical document
that will need to describe the current condition and extent of biological resources on the site,
potential project impacts, and any recommended mitigation Please be advised if the BTR
identifies fauna or flora onsite that is protected by the HMP, then the project would require a
Habitat Management Plan Permit to be approved by the City Planner For guidelines on the
required contents of the BTR, please also reference the "Guidelines for Biological Studies," which
can be obtained at the Planning Division's front counter or referenced online at
http7/www carlsbadca eov/civicax/fiiebank/blobdioad aspx?BloblD=24331

defined as a Standard Project, submittal of a Standard Project Requirement Checklist shall be
required and applicable site design BMPs shall be shown on the grading plan Also, be aware that
if any permeable pavers or concrete are proposed but require impervious liner or other
impervious f^rotection to isolate percolated water from the native^soil beneath, then the pavers
cannot be considered pervious I mention this since pervious pavement is often used to reduce
the impervious surface beneath the threshold of the more stringent standards of a Pnon^
Development Project Consult with a soil engineer to determine feasibility of pervious pavement
or pavers and provide soil engineer's recommendations in the soils report to be submitted with
your application submittal for grading plan check The soils engineer shall also address feasibility,
design recommendations and mitigation measures for any pertinent BMPs that may impact
structures, slope stability, or any other geotechnical concerns, including any proposed
bioretention basin BMPs
3 Sidewalk installation will be required along the entire property street frontage
4 Plot grade of dnveway in relation to the top of the public storm dram pipe that crosses under the
dnveway Determine pipe D-load suitability for vehicle load
5 Plot the sewer and water mam m El Fuerte Street and plot proposed sewer lateral and water
service/meter Reference DWG 188-6 for the sewer plans and DWG 388-9 for the potable water
plans The sewer line is within the Carlsbad District You may need to extend the sewer mam m
El Fuerte Street further westward to establish a suitable lateral connection to the house The
water mam is m the Vallecitos Water District Contact the VWD to determine their requirements
and add a signature block for their signature on the grading plans
