The project site, an approximately 228,254 square-foot lot, is undeveloped. The proposed storage facility consists of one two-story, 96,042 square-foot storage building, and three detached drive-up storage buildings totaling 3,488, 6,308 and 8,188 square feet, respectively. The project will total 114,026 square feet. · In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: 1. General Plan and zoning designations for the property are as follows: a. General Plan: Pl, Planned Industrial. b. Zoning: P-M, Planned Industrial c. Coastal Zone: The project site is not located within the Coastal Zone. d. Specific Plan: The project site is located within the Carlsbad Oaks North Specific Plan. e. Airport Land Use Compatibility Plan: The project site is in Safety Zone 4, Review area 2. 2. The project requires the following permits: a. Minor Site Development Plan (SOP) per Carlsbad Municipal Code (CMC) Section 21.34.050 b. Conditional Use Permit (CUP) per CMC Section 21.34.020 with Enhanced Stakeholder Outreach per Section B of City Council Policy 84 (http://www.carlsbadca.gov/civicax/filebank/blobdload.aspx?Blob1D=35578). . Because the CUP requires action by the Planning Commission, both the SOP and CUP will be processed concurrently for consideration by the Commission per CMC Section 21.54.040 (C)(2). The SDP will be taken in as a Major SOP for processing purposes, but a Minor SOP fee will be charged. Building height shall comply with Carlsbad Oaks North Specific Plan Section Ill (K). 4. Proposed structures adjacent to slopes shall comply with increased setbacks per Carlsbad Oaks North Specific Plan Section Ill (C)(3) and CMC Section 21.95.140 (I). 5. The proposed project shall comply with architectural design guidelines set forth in Carlsbad Oaks North Sp~cific Plan Section Ill (H), including but not limited to the following: a. Building articulation shall be increased or exaggerated in both vertical and horizontal features to enhance architectural interest. b. Building colors shall be limited to earth tones to reduce visual bulk. A minimum of three materials, colors, and textures shall be used. All proposed building colors shall be identified and shown with formal submittal. c. Any roof equipment screening shall be incorporated into the architecture and will not be allowed as separate screens in areas visible from Faraday Avenue. 6. The project shall comply with required employee eating areas per Carlsbad Oaks North Specific Plan Section Ill {I) and CMC Section 21.34.070 (C). 7., A traffic and parking analysis shall be included with the formal submittal to assess the proposed parking reduction and circulation plan. 8. A completed Climate Action Plan Consistency Checklist (Form P-30) shall be included with the formal submittal (http:ljwww.carlsbadca.gov/civicax/filebank/blobd1oad.aspx?Blob1D=32816). 9. Landscaping shall comply with requirements set forth in the City of Carlsbad Landscape Manual and Carlsbad Oaks North Specific Plan Section Ill (E). A conceptual Landscape Plan shall be submitted with the project application. The Landscape Manual is available for review through the City's website http://www.carlsbadca.gov/civicax/filebank/blobdload.aspx?Blob1D=24086). 10. The wrought iron fence shall follow slope edges where applicable. 11. All signs sha_ll comply with requirements set forth in CMC Section 21.41 and Carlsbad Oaks North Specific Plan Section Ill (G). A separate sign permit shall be required as a condition of approval. All necessary application forms, submittal requirements, and fee information are available at the Planning counter located in the Faraday Building at 1635 Faraday Avenue or online at http://www.carlsbadca.gov/services/depts/planning/default.asp. You may also access the General Plan Land Use Element and the Zoning Ordinance online at the website address shown; select Department Listing; select Planning Home Page. Please review all information carefully before submitting. Land Development Engineering: 1. No civil plans nor reports were provided as part of this review. Please be advised that a complete project design is needed to conduct a thorough and complete review of the project. Additional items of concern maybe identified upon formal project application submittal. 2. Provide a Preliminary Title Report (PTR) with the formal project application submittal. All easements and encumbrances identified in Schedule "B" of the PTR must be indicated and plotted on the site plan. PRE 2018-0017 (DEV2018-0101)-NORTH OAKS SELF STORAGE June 26, 2018 Page 3 3. Show complete property boundary data on the site plan, including bearings and distances. 4. Complete a Stormwater ,Standards Questionnaire, Form E-34, to determine whether this project is subject to 'Priority Development Project' requirement or 'Standard Project' requirements. The questionnaire is available in the city website at: http:ljwww.carlsbadca.gov/civicax/filebank/blobdload.aspx?Blob1D=22711 5. Our preliminary assessment, based on the preliminary site plan, suggest that this project qualifies as a 'Priority Development Project'. Submit a preliminary Storm Water Quality Management Plan (SWQMP) with any discretionary permit application. The SWQMP shall be prepared in accoraance with the City of Carlsbad BMP Manual (latest version). Use the City of Carlsbad SWQMP template for priority development project (Form E-35) available in the city website at: http:ljwww.carlsbadca.gov/civicax/filebank/b1obdload.aspx?Blob1D=22712 6. Show preliminary grading of all proposed storm water pollutant control and hydromodification BMPs on the site plan. Provide cross-sections and details of the said BMPs based on the sizing calculations provided in the preliminary SWQMP. 7. Submit a preliminary Geotechnical Study that provides recommendations for the proposed development including design recommendations for any proposed pollutant control and hydromodification BMPs. 8. Submit a preliminary hydrology study that determines pre-development and post-development discharges and provides preliminary recommendations on the proposed storm drain system for this development. Provide mitigation for any increases in flows. Show the preliminary storm drain system on the site plan. 9. Show existing and proposed contour lines, spot elevations, high point, low point, etc. onsite, adjacent streets and adjacent properties within 50 feet beyond the project boundary. Show the direction of drainage using drainage arrows. 10. Provide multiple cross sections at the property line to illustrate any differences in grade between properties. 11. Provide typical street cross sections of Whiptail Loop, Caribou Ct. and Faraday Avenue showing the existing right-of-way, and the existing improvements· (pavement, curb and gutter and sidewalk, centerline·, fire hydrants, etc.). 12. Show locations of all existing public utilities within adjacent streets, including water main, fire hydrant, water services, water meters, sewer main, sewer laterals, and their appurtenances. Reference the drawing numbers of the city approved improvement plans and identify materials and sizes. 13. Show the location of the proposed potable and irrigation water services and water meters with backflow preventers. Indicate the water demands in gallons per day. Note that all backflow preventers must be locatedoutside the public right-of-way. 14. Show the location of the private sewer lateral (6" minimum size) to serve this project. Provide a private fire line with double detector check valve (DDCV) per CMWD W-22 to serve the development. The double detector check valve (DDCV) must be located outside the public right-of- way. Show locations oUhe proposed private fire hydrants. Note that Engineering Standard Volume 2, Chapter 3.2.2.B (6) requires looped fire line when serving more than one fire hydrant. Obtain approval from the fire marshal if single connection is proposed to serve this project. 16. Indicate the volume of grading (cut, fill, import, export, remedial) proposed for the project in cubic yards. 17. A grading permit will be required for this project. 18. Fire department requires a minimum of 24 feet wide fire access. Obtain approval from the Fire Marshal for the proposed 20-foot fire access shown ori the site plan. Meet with the Fire Department to identify all necessary fire protection measures required for this project (fire hydrants, sprinkler system, etc.). 19. Show location of trash enclosures required to serve the development shall comply with City of Carlsbad Standard drawing GS-16. 20. Comply with all other comments shown on the red-lined preliminary site plans. Fire Department: 1. Plans show a 20-foot fire access road. All fire access roads shall be 24 feet minimum. 2. Plans do not show locations of on-site fire hydrants. 3. Fire Code edition shall be corrected to the 2016 California Fire Code.
