HomeMy WebLinkAboutEA 16-04; PAR Widening at PDN; Project CorrespondenceMemorandum September 19, 2016 To: From: -~Daniel Zimny, Associate Engineer ~ ~ Pam Drew, Associate Planner .ru_~Dave de Cordova, Principal Planner Via Re: \1" EA 16-04-PALOMAR AIRPORT ROAD WIDENING AT PASEO DEL NORTE Thank you for submitting an Early Assessment to: '1) extend by 50 feet the two left turn lanes from eastbound Palomar Airport Fload (PAR) to northbound Paseo Del Norte in addition to a 120 foot transitional taper lane; and 2) create a 230-foot long full dedicated right turn lane from eastbound PAR to southbound Paseo Del Norte in addition to a 120-foot longer taper transition. Signal modification, utility and signage relocation, sidewalk modification and ADA compliant curb ramps are also included in this portion of the project. The dedicated turn lanes will be located within the city and Caltrans public rights- of-way. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of an Early Assessment is to provide you with direction and comments on the overall concept of your project. This Early Assessment does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. ' Planning: General 1. The project is exempt from environmental review per CEQA Guidelines Section 15301(c), minor alterations to existing higlhways and ~treets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities involving negligible or no expansion of an existing use. 2. The project is located in the coastal zone, therefore, a Coastal Development Permit (CDP) application will need to be submitted to the city. land Development Engineering: 1. Based on the City's Stormwater Standards Questionnaire (E-34 form) provided with this application, this project is subject to Priority Development (PDP) Project requirements which require (among other things) Treatment Contrail (post-construction) BMP's. Based on our cursory review the plans do not incorporate any post-construction BMP's. 2. After completion of a SWQMP, the construction plans shall be revised to include the construction Treatment Control (post-construction) BMP's and applicable hydromodification BMP's. Refer to the city Engineering standards for title sheet information on documenting TCBMP's for GIS inventory. 3. Please coordinate with city maintenance staff regarding location, access, easements and long-term maintenance permanent TCBMP's. 4. Since the proposed widening does not include parkway area behind the sidewalk, please coordinate with public utility companies regarding dry-utility conflicts or relocations. Clarify whether additional utility easements are required as part ofthis widening. 5. Directional (dual) pedestrian ramps are required per City Standards. Please secure CASp input whether the proposed apex pedestrian ramp meets current accessibility requirements. One proposed restaurant will have 8, I 4 3 square feet of building and outdoor dining area on a 10,725 square foot restaurant pad and the proposed second restaurant will have 9,487 square feet of building and outdoor dining area on a 12,613.5 square foot restaurant pad. As a project alternative 2,000 square feet of retail space will be converted to a delicatessen/ food court. The project site is located on Paseo Del Norte between Cannon Road and Palomar Airport Road across from Carlsbad Company Stores in the City of Carlsbad. The project as proposed generates 3,532 daily trips, 71 AM peak hour trips, and 300 PM peak hour trips. The proposed project alternate generates 3, 7S2 daily trips, 96 AM peak hour trips, and 302 PM peak hour trips. To assess the worst-case scenario, all traffic impacts were assessed based on the project alternative. Existing plus project conditions analyses demonstrates that the proposed project has no significant impacts to roadways and intersections in the project vicinity. The proposed project will, however, be part of a cumulative impact at the following locations under near term cumulative plus project conditions: Palomar Airport Road/1-S northbound ramp, Palomar Airport Road/Paseo Del Norte, Paseo Del Norte/Carlsbad Company Store Driveway, Eastbound Left Turn Queue at Palomar Airport Road/Paseo Del Norte, and the southbound I-S/westbound Palomar Airport Road Ramp Meter. The proposed project will also be a future impact at the following locations under 2030 conditions: Paseo Del Norte/Carlsbad Company Store Driveway, Northbound I-S/Cannon Road Ramp Meter, and Southbound I-S/Westbound Palomar Airport Road Ramp Meters. Project mitigation is discussed in Section VI. Project access, parking, and on-site circulation will adequat~ly accommodate project traffic.
