of the City of Carlsbad to give assistance to the present
buildiq inspector and Public KOrks Dfmctor,
NOW, TREREFORE, BE IT RESOLVED that hfr Idax 0.
Ewald be employed by the City of Carlsbad, beginning
April 27, 1953, on a half-time basis, at a salary of'
$200,00 per month and $25.00 per month for the use of
his car, to serwe under Mr. Barter's direction, to expedite
issuing pemnits and making inspections, for an indetermin-
ite period.
PASSED AND ADOPTD at a regular meeting of the City
Council of the City of Carlsbad this 21st d.ay of April,
1953, by the following vote:
AYES: COUMCILHE% SUTTON 9 EDE, GROBER, CASTORENA,
MAYOR McCLELLAN .
NAYS: NONE.
ABSENT : NONE.

D. Health and medical services, which shall include special
weapons defense; and
E, Bnergency welfare service, which shall include mass feeding,
clothing and shelter.
The director shall. appoint a chief of each such service, except
as hereinafter provided, The chief of the Volunteer Pire Department
of the City of Carlsbad shall be chief of the fire service. The chief
of police of the City of Carlsbad shall be chief of the law enforce-
ment service. The director of public works of the City of Car1sba.d
shall be chief of the engineering service.
SECTION 3, DIVISION OF SP3CIAL SERVICES. There is hereby created
a division of special civil defense and disaster services. This division
shall be under %he direction zV& control of a deputy director of civil
defense, who shall be appointed by the director, For the purpose of' civil
defense and disaster planning and organization, the deputy director is
responsible to the director through the assistant director of civil de-
fense and disaster,
Within this division there shall be the following services:
lifutual aid plans;
Zvacuat ion service ;
Transport at ion s erv ice ;
Warden service ;
Communications service, which shall include civil air warning;
Supply service;
Public affairs and information service;
Training service;

Personnel service, which shall include the recruitment of civilian auxiliaries to militaTy activities; and
General administratioE service.

The director shall appoint a chief of each such service who shall
be responsible to the deputy director of the division of special ser-
vices. The director may appoint the same person as chief of two or
more services .
SECTION b. LZGAL. The city attorney shall serve as the legal
advisor to.the d_ri_rector of civil defense and to the civil defense OP-
ganization.
SECTION 5, AMERICAIT RED CROSS, The American Bed Cross in the City
of Carlsbad will, in natural disaster, furnish food, clothing, shelter,
registration and information service, supplementary medical service when
requested, and rehabilitation to individuals and families affected by
the disaster.
In war-caused dissster, the American Red Cross will furnish only
food, clothing and shelter to affected individuals andl families,
The American Red C~oss will provide funds with which to finance
all its relief operations during natural disaster, Civil defense fi-
nancing will be provided by public or private agencies other than the
Red Cross for Red Cross functions in war-caused disasters.
The director shall be responsible for arranging, through the
chairman of the local Red Cross chapter, for the participation of the
Red Cross in c9vil defense as a part of the mass care servlce in case
of war-caused disaster, and for the relationship between the Red Cross
and the civil defense organization in case of' natural disaster.
SECTION 6. DUTIES. The civil defense and disaster duties of the
deputy director and the ch.iefs of operating services and special
services shall be as described in "United States Civil Defense,
Hatiom1 Security Resources Boa.rd DocuTnent 128, dated September 8,
1950, copies of which shall be filed in the office of the City Clerk
for use and examination by the public, Such duties as d-escribed in
"United States Civil Defense" may be changed from time to time by the

director by written administrative orders , particularly for the purpose
of caforming to recommendations of the State Director of Civil Defense
or subsequent modifications recommended by the Federal Civil Defense
Administrator. Upon recommendation of the civil defense and disaster
council of the City of Carlsbad, such duties shall be changed in accor-
dance with such recomendations.
PASSED, APPROVED ADOPTED BY THE CITY COUNCIL OF THE CITY OF
C-ARLSBAD this 26th day of March , 1953, by the following
