public interests mandate the Council to guarmtee ayz a,dequate water
supply for the citizens of the CiCy of Carlsbad; and
WhX?dAS, the City Comcil is convinced that the present water
available to the citizens of Carlsbad is inadecpate as to both qumtity
and quality; and

Sa,n Diego County Water Authority for membership in such agencies; and
li~lhRUS, the Sa Diego 'Mater Authority and Metropolitan &iter -" 3-7
District have both rejected the application of the City of Carlsbad,
due to questions of the legal existence of the City of Carlsbad; nsld
WmmAS, the determinatio-?n of the legal exis%ence of the City of
CarLsbzd is still pending in the appellate courts, which continued liti-
gation precludes any present efforts of the City of Carlsbad to seek
supplemental water for the City of Carlsbad;

City Council of the City of Car1sba.d favors, recommends, and urges th9.t
the Carlsbad I'icmicLpa1 Mater District, which has heretofore beea proposed ,
be supported by the citizms of the City of Carlsbad; and that safd
Ikmicipa.1 Water District have as its gurpose the obtaining of an adequate
im-ter supply
