STAT, 1944 (4TH E. So)
1, 1944, (4th Extra Sesslon) has appropriated. funds fop allotment by the Director of Finance to provide financial assistance to Local Agencies defined thereln as counties, cities, or cities and counties, for the purpose of defraying not to exceed one-half of the cost of preparing en- gineering field surveys, engineering or architectural designs, and work- iyzg ad detailed, drawings and specifications (hereinafter called 'Plws' ) required for postwar public works projects described as "specific pro- jects" la said Act; ad
WHEHEAS, the State of California, under Chapter 47, Statutes of
2, W€B:BEAS, the City of Carlsbad, California, hereinafter designated. as "Local AgencyU desires to apply to the Director of Finmce and/or the State Allocation Board, as the case may be, for an allotment of the State's share of the estimated cost of preparing the completed plans here- Uafter meDtioned and there has been prepared and presented to this ;Legis- lative Body for consiaeration and application for such purpose; and
3, WHERZAS, Local. Agemy has provided., or will make available upon ap- proval of the aforementioned application, sufficient funds to prepare the completed pWs herein mentioned;
4.. NOW, TNEREFOS, BE IT RESOLVED, that Local Agency submit the aforesaid application to the Director of Finance and/or the State Allocation Board,
as the case may,be, requesting allotment of Two Thousand Two Hundred and
Fifty Dollars ($$225O,OO), being not more than one-half the cost of prepar- ing said completed plans, or for such amount as mag be approved by the Director of Finance and/or the State Allocation Board, (said allotment to be used for the purpose of aefraying the cost of preparing said completed pLms required) for a specific project to be undertaken by local agency aad described as "Elm Avexue improvement and street grades".
5. plans is Four Thousand Pive Hundred Dollars ($4!jOO,OO), and that Local Agency has -,de provision for paying one-WIf or more of the cost of pre- paring such plans;

nfa, is hereby designated as the authorized agent of Local Agency ad is hereby authorized and directed to sign the above-mentioned application on behalf of the Local Agerzcy and directed as the represenhtive of Looal Agency to conduct all negotiations and conclude all arrangements, includ- ing submission to the Director of Finance of applications for reimburse- ment which may be necessasly to secure reimbursement for the State * s share of the expenditures made in preparing said oompletea plans,
