HomeMy WebLinkAbout1955-12-22; City Council; Resolution 1911 ZESOLUTION NO. 191 B WHERBlS, the San Luis Rey River is an intermittent 3 stream rising from the mountains of Northeastern San Diego 4 County, California, flowing in a general westerly direction 5 above and below the surface of the ground to a point on the 6 Northwesterly boundary of the City of Oceanside, where such 7 River flows into the Pacific Ocean; and 8 WHEREAS, there exists on said River, easterly of the 9 City of Oceanside, an underground basin commonly known as 10 the Mission Basin, composed of water bearing alluvium, and 11 extending upstream along said River to a point commonly known 12 as the Bonsall Narrows; and 13 WEEXEM, Carlsbad Mutual Water Company asserts right 14 and title to certain water rights in and about the Mission 15 Basin of the San Luis Rey River; and 16 1'7 of Carlsbad are served with domestic and irrigation water 18 supplied by the Carlsbad Mutual Water Company, Carlsbad, 19 California; and 20 ~MiE9FAS, the citizens of the City of Carlsbad are 21 largely dependent upon water developed and produced from said 22 Mission Basin; and 23 WEREAS, the economic existence of the City of 24 Carlsbad is dependent upon the continuation of an adequate 25 supply of water being developed from said Mission Basin; and 26 VdIiEREAS, said Mission Basin has, from time to time, 27 been subject to destructive floods wherein substantial 28 quantities of water have been wasted into the ocean, and 29 jeopardized the potency and palatability of the domestic 30 water supply of the City of Carlsbad; and 31 WHEREAS, studies heretofore made by the Division of 32 Water Resources of the State of California indicate that a WHEREAS, a large number of the citizens of the City 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 feasible and adequate dam site exists at the Bonsall Narrows for a flood control dam on said San Luis Rey River, whereby the terminal flow of intermittent flood waters could be retarded and released into the Mission Basin at a rate which would protect the adequacy and stability of the domestic water supply of the Carlsbad Mutual Water Company from destructive flood damage, and would allow substantial quantities of said flood waters to be saved from being wasted, and whereby they would be spread and dumped into the Mission Basin for the purpose of conserving and protecting the domestic water supply that serves a large portion of the City of Carlsbad; and WEREXS, it is necessary that a re-survey of the San Luis Rey River be made for the purpose of de- termining the feasibility of construction of such a Elood control dam at Bonsall Narrows as aforesaid: NOW THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad, that the City of Carlsbad does herewith respectfully petition and urge the Corps of Engineers of the United States Army, the Water Resources Board of the State of California, the United States Senators William F. Knowland and Thomas H. Kuchel, Con- gressman James B. Utt, California State Senator Fred H. Kraft, and California Assemblyman Sheridan Hegland, to do all things and take a11 steps necessary and proper to initiate and encourage such re-survey, and to assist in the solution of said flood control problem.
