NEmRS, The population of the Metropolitan Plater District of Southern California,
now more than six million, is increasing at an amazing rate, and is creating an imperative
need for larger water deliveries, and
TlEEFZXS, there is urgently needed an accelerated construction program to bring
the District's Colorado River Aqueduct to its full planned delivery capacity of more than
a billion gallons a day, and
N"S, San Diego County is now largely dependent upon Colorado River water to
meet its industrial, agricultural ad domestic needs, and completion of the Metropolitan's
Aqueduct will assure a continued su@y from this source, and
K"G, Proposition lVtt on the June 5 ballot provides a financing plan with no
tax increase for completing the aqueduct construction program by authorizining issuance of
short term notes which will be repaid within I2 years, with interest, from the annexation
fees now being received by the District over a 30-year period from areas which have annexed
to it in recent years, and
FiH3BAS, Proposition tWt' thus makes possible during the next few years, the in-
vestment of a part of an assured future income due over a 30-year period to bring our
aqueduct to its full delivery capacity 1NithoUt new tax money,
