RESOLUTION NO. 212
A RESOLUTION OF THE CITY OF CARLSBAD URGING THE UNITED STATES GOVERNMENT TO
PROPRIATED FUNDS FOR THE PURPOSE OF CARRYING OUT NECESSMY ENGINEERING FOR HARBORS OF REFUGE IN NORTHERN SAPJ DIEGO
GWT PRIORITY FOR EXPENDITURE OF AP-
COUNTY. -
IWREAS, the Congress of the United States, in the 1956
appropriations, has appropriated $3,000.00 to carry out necessary
engineering for harbors of refuge in Northern San Diego County; and
WH€R€AS, it is anticipated that the Congress of ‘the United
States shall appropriate $10,000.00 during the fiscal year 1957
for the continuing study of necessary engineering for harbors of
refuge in Northern San Diego County; and
YEREAS, there exists in Northern San Diego County, at a
point midway between Newport Harbor and San Diego Harbor, a natural
tidal estuary, known as the Agua Hedionda Lagoon, which could be
used as a harbor of refuge; and
tW€REAS, Acjua Hedionda Lagoon has had its natural attri-
butes as a harbor of refuge enlarged and expanded by substantial
dredging at a cost of approximately two and one-half million
dollars; and
WH€REBS, said Agua Hedionda Lagoon has historically in
point of fact served as a harbor of refuge from the earliest
recorded memory of man; and
WHEREAS, said Agua Hedionda Lagoon cannot be used as a
harbor of refuge for the reason that bridging operations have
restricted the ebv and flow of tide, causing the mouth of the
Agua Hedionda Lagoon to be filled with sand; and
WHEREAS, said Agua Hedionda Lagoon is conveniently located
to serve the needs of approximately 200,000 persons; and
WHEREAS, there exists an urgent need for the complete
development of said Agua Hedionda Lagoon as a harbor of refuge,

NOW, TIEREFOR€, BE IT RESOLED by the City Council of the
City of Carlsbad that the United States Government, acting through
the Chief of Engineers, Department of Army, be, and they hereby
are, urged to give a high priority to the completion of the
engineering studies on the Agua Hedionda Lagoon, as heretofore
referenced.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Carlsbad, be, and he hereby is authorized and instructed to certify
copies of this resolution, and transmit the same to all interested
parties.
PASSED, APPROVED AND ADOPTED, this 17th day of July, 1956,
by the following vote, to wit:
