RESOLUTION NO, 732
A RESOLUTION OF THE CITY CDUNCfL OF THE CITY OF CARLSBAD, ENDORSJHG A LEGISLATIVE PROGRAM TO ApdiEND THX MAYO-BREED FORMULA AS PROPOSED JB ASSEmLY BILL 1320,
WHEREAS, true State highway needs for the Southern Counties group,
based on the urgency of traffic demands and the provision of equal state4kide
traffic service, are in excess of 60 percent of the State-wide totalj and
WHEREAS, the existing critical traffic congestion, accidents and fatalities
in the Southern area must be immediately alleviated; and
WHEREAS, the future economic and socialogical growth and development
of the 13 Southern Counties is dependent on the construction of an adequate
highway and freeway system; and
WHEREAS, based on the pertinent indices of population, vehicle registra-
tion, and assessed evaluation, the 13 Southern Counties provide in excess of
60 percent of the Stake-wide highway revenue; and
WHEREAS, the antiquated Mayo-Breed Formula allocates ady 55 percent
of the State-wide Highway and Freeway Construcaion Funds to the South which
curtails the budgeting of urgently needed projects and eliminates a program
of equitable future facilities in this area;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Carlsbad endorses a legislative program to amend the Mayor-Breed
Formula as proposed in Assembly Bill 1320 to provide a minimum of 60
percent of the State Highway Construction Funds to the South,
PASSED, APPROVED APJD ADOPTED at a regular meeting of the City
Counkil held on the 21st day of &larch, 1961, by the following vote, to wit:
AYES: Councilmen Guevara, Bierce, Sonnernan, McPherson and La Roche
