RESOLUTIOX NO, 803
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CARLSBAD AUTHOR- IZING J&?MEDIATE EXPEMDfTURE OF PUBLIC MONEY TO DO EMERGENCY WORK TO SAFEGUARD LIFEa HEALTH
ABD PROPERTY.
WHEREAS, recent flooding has washed away a flood channel adjacent to
the Santa Fe railroad track main line and the main transmission Line of the
San Diego Gas & Electric Company; and
WHEREAS, the City Engineer of the City ~f Garbbad has advised the City
Council of the City of Cdsbad that there is a necessity to do emergency work
in order to safeguard the Santa Fe railroad track and the San Diego Gas &
Electric Companyb main transmission line; and
WHEREXS, in order to safeguard life, health and property it is necessary
to pipe the flaod channel forthwith; and
WHEREAS, until said area between Tamarack Avenue and Chinquapin
Avenue is properly piped the railroad track of the Santa Fe Railway Company
is in jeopardy as is the gas line that suppUes the coastal cities of Southern
Califurnia with gas; and
WHEREAS, damage to either the railroad track or gas transmission line
could cause a great public calamity1
NOW, THEREFORE, BE IT RESOLVED that the public interest and
necessity demand the immediate expenditure of public money to safeguard Ufe,
health and property for a storm drain improvement to carry flood waters from
Tamarack Avenue to Chinquapin Avenue adjacent to the Santa Fe Railway right-
of-way.
BE IT FURTHER RESOLVED that any sums required, not to exceed
$21,000.00, to sdeguard the railroad tracks of the Santa Fe Railway Company
and the main gas line of the San Diego Gas & Electric Company be expended
forthwith withaut indting bids pursuant to Section 37906 of the Government Code
far starm drain installation.
