A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD OPPOSING PROPOSED CONSTITUTIONAL INITIATIVE TO LEGALIZE
I RESOLUTION NO. 1260
MANUFACTURE, SALE, PURCHASE, POSSESSION AND TRANSPORTATION OF MARIJUANA.
WHEREAS the Board of Supervisors of the County of Los Angeles 6/1 adopted a resolution strenuously opposing the proposed constitutional 7i/ amendment sponsored by "The Anonymous Committee for the Abolition I

the manufacture, sale, purchase, possession, and transportation
of marijuana within the State of California; and
2. This group has chosen to remain anonymous, and
3. It is known that the use of marijuana leads inevitably
to the use of hard narcotics such as heroin as the addict's toler- I
need for more stronger narcotics increases, and
4. Experience in England with the so-called "British System"
of providing drugs for addicts has shown that the legalizing of
drugs in any form res 1ts in their increased use and spread to
greater numbers of people, and
5. The legalizing of marijuana will subject untold numbers
of our citizens to the personal tragedy and suffering of becom
dependent upon the use of marijuana and as a result thereof to
addiction to heroing and
6. The legalizing of marijuana would subject our citizens

o the violent and unpredictable criminal tendencies of persons
nder the influence of marijuana, and
7. Such action would result in millions of dollars of
dditional cost to the public of police investigation, prosecution,
nd incarceration of persons who commit violent and vicious crimes
Ihile under the influence of marijuana and other narcotics to say
iothing of the loss resulting from thefts committed by those seeking
ioney to support their ever increasing need for narcotics, and
8. The use of habit forming narcotic drugs destroys willpower,
nhibitions and restraints of its users and leads to loss of moral
:ontrol and to physical and mental collapse, and
9. It is well established that the use of narcotics leads to
:riminal behavior which is often vicious and senseless, and
10. The people of the State of Ca1iforna”a are entitled to be
irotected agarinst the criminal activities of narcotic users, and
11. The proposal is ill considered and unrealistic and could
ienefit only those who are engaged in the infamous traffic in nar-
cotics, and
12. The legalizing of marijuana would serve only to compound
dhat is now one of the most serious and complex problems facing the
State of California and would create a clear and present danger to
the health, safety and welfare of all our citizens, and
13. The refusal of the group sponsoring this monstrous
petition to identify themselves an abuse of the initiative processs
