A RESOLUTION OF THE CITY OF CARLSBAD, CALIFORNIA, ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF A SPECIAL ELECTION TO BE HELD IN SAID CITY ON NOVEMBER 5, 1968, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY A PROPOSITION OF ISSUANCE OF WATER REVENUE BONDS AND CONSOLIDATING
SAID ELECTION WITH THE STATEWIDE GENEWL ELECTION TO BE HELD ON SAID DATE.
NOW, THEREFOREy The City Council of the City of Carlsbad,
California, DOES HEREBY RESOLVE, DETERMINE AND ORDER
as follows:
Section 1. That pursuant to the provisions of the
Revenue Bond Law of 1941, Chapter 6, Division 2, Title 5 (commen-
cing at Section 54300 of the Government Code of the State of
California a special election be held and the same is hereby
called to be held in said city on November 5, 1968, for the
purpose of submitting to the qualified voters of said city the
proposition hereinafter set forth of issuing revenue bonds of
said city in the principal amount stated in the ballot proposition
hereinafter set forth, and for the object and purpose set forth
in this resolution and in said ballot proposition.

Section 2. That the estimated cost of the acquisi-
tion, construction, improvement and financing described in said
ballot proposition is the sum of $1,30(),00Q,
of revenue bonds to be issued is $~,~~o,~o~,
The principal amount
Section 3. That the maximum rate of interest to
be paid on said revenue bonds shall not exceed the maximum rate
permitted by law, to wit, six per cent (6%) per annum, payable
annually or semi-annually, the actual rate or rates of interest
on said bonds to be determined at or prior to the time of the
sale or sales thereof.
Section 4. That the bonds to be authorized are
revenue bonds, payable exclusively from the revenues of the
enterprise and are not secured by the taxing power of the city.
Section 5. The enterprise herein referred to is
the entire water system of the City of Carlsbad, including all
improvements and extensions later constructed or acquired.
Section 6. That the polls for said election shall
be opened at seven o'clock A.M. of the day of said election and
shall remain open continuously from said time until eight o'clock
P.M. of the same day, when said polls shall be closed, except
as provided in Section 14436 of the Elections Code of the State
of California .
Section 7. That on the ballots to be used at said
special election, in addition to any other matters required by
law, there shall be printed substantially the following:

INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in the voting square after the word "YES" or after the word "NO". All marks except the cross (+) are forbidden. All distinguishing marks or erasures are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this ballot, return it to the inspector of elec- tion and obtain another.
On absent voter ballots mark a cross (+) with pen or pencil.
WATER REVENUE BOND PROPOSITION: Shall the City of Carlsbad issue water revenue bonds in the principal sum of $1,800,000 for the acquisition, construction and financing of extensions, enlargements and : YES: improvements of the water system of said : city, including works and facilities for : the storage, transmission and distribution: of water, the reconstruction of parts of : said system, and the acquisition of land, : easements, rights of way and other pro- perty necessary therefor, and including : all engineering, inspection and legal : NO : fees, costs of the issuance of said reve- : nue bonds, bond reserve funds, and other : costs and expenses incidental to or con- : nected with such acquisition, construction: and financing?

Section 8. That a cross (+) placed in the voting
square after the word "YES" in the manner hereinbefore provided
shall be counted in favor of the adoption of the proposition. A
cross (+) placed in the voting square after the word "NO" in the
manner hereinbefore provided shall be counted against the adoption
of the proposition.

Section 9. That if the proposition receives the requi-
site number of votes, to wit, a majority of the votes of the
qalified electors voting on said proposition, revenue bonds of
said city, in not exceeding the principal amount stated in such
proposition, may be issued and sold for the object and purpose
set forth in said proposition,
Section 10. That the special election hereby called for
the date hereinbefore specified shall be and is hereby ordered
consolidated with the statewide general election to be held on
said date, and within said city the precincts, polling places and
officers of election for the special municipal election hereby
called shall be the same as those provided for said statewide gen-
eral election, and said Board of Supervisors is hereby authorized
to canvass the returns of said special municipal election, and
said elections shall be held in all respects as if there were only
one election, and only one form of ballot, namely, the ballots used
at said statewide general election, shall be used.
Supervisors shall certify the results of the canvass of the
returns of said special municipal election to the City Council of
said city which shall thereafter declare the results thereof.
proposition submitted by this resolution shall be designated on
the ballot by a letter printed on the left margin of the square
containing the description of the measure, as provided in Section
10231 of the Elections Code.

Section 11. That except as otherwise provided in this
resolution, the election called hereby shall be conducted as
provided by law for other municipal elections in said city.

Section 12. That the City Clerk shall cause this
resolution to be published once a week for two (2) succeeding
weeks in the CARLSBAD JOURNAL, a newspaper of general circulation
in the city published less than six (6) days a week.
No other notice of such election need
be given.
Section 13. This resolution shall take effect upon
its adoption.
