A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, URGING THE ENACTMENT BY CONGRESS OF S3093, THE CALIFORNIA MARINE SANCTUARY ACT OF 1969
WHEREAS, the State of California has set aside marine
'i sanctuaries in tidal and submerged lands within its jurisdiction
in which the production of oil, gas and other minerals is prohibit-
ed, and in which the exploration for oil, gas or other minerals
is controlled; and
WHEREAS, these sanctuaries and the coastal lands

adjacent to them are, at present, in serious jeopardy of pollution
of disastrous proportions such as occurred in the Santa Barbara

exploration and exploitation in federal submerged lands oceanward
of the existing state sanctuaries; and
WHEREAS, the President's panel on oil spills (the
DuBridge Panel) stated "as a general practice it would seem
advisable that the federal standards for safety and possible
environmental damage should be at least as strict as the standards
in the state whose waters are contiguous to the federal waters";
and
WHEREAS, S3093 would not require the costly process
of terminating existing leases in federal lands; 24

THEREFORE, BE IT RESOLVED that the City Council of
the City of Carlsbad does hereby urge the enactment, by the
Congress and the President of the United States, of S3093, the
California Marine Sanctuary Act of 1969, co-authored by Senators
Cranston, Murphy, Muskie and Nelson; and further
BE IT RESOLVED that the City Clerk of the City of
Carlsbad be directed to direct copies of this resolution to the
President of the United States, the co-authors of S3093, Chairmen

of the committees which will hear S3093 and other cities, counties,
state and federal agencies as are appropriate.
PASSED, APPROVED AND ADOPTED at a regular meeting
of the City Council held on the 16th day of December, 7963, by
the following vote, to wit:
