RESOLUTION NO. 1891
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD REVERSING THE DECISION OF THE PLANNING COMMISSION AND DENYING A CHANGE OF ZONE AND ADOPTION OF SPECIFIC PLAN OM CERTAIN
FROM R-3 TO RD-M (Residential Density-Multiple) ZONE.
DESIGNATED PROPERTY Iri THE CITY OF CARLSBAD
WHEREAS, on September 7, 1971, pursuant to the provisions of
Ordinance No. 9060, the City Council of the City of Carlsbad did
hold a duly advertised public hearing to consider an application
1 submitted by DONALD MAC DONALD, for a Change of Zone and Adoption

WHEREAS, the City Council followed all steps required by law,
heard and considered all evidence presented, and did decide to
overrul the decision of the Planning Commission and deny the reques-;
for a change of zone and adoption of specific plan;
NOW, THEREFORE, the City Council of the City of Carlsbad does
hereby find the following facts and reasons to exist, which call for
the denial of said application for change of zone and adoption of
specific plan.
1. The purpose of a public hearing is to hear the views of those affected by whatever change is being considered, and it was clear that the property owners in the area wished to have the R-3 zoning remain unchanged.
2. This was not a necessary change of zone. 27

City Council held on the 21st day of September, 1971, by the
following vote, to wit:
AYES: Cmn. Dunne, Jardine, Castro and Lewis.
NOES: Cmn. McComas .
