RESOLUTION NO. 1910
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD URGING THAT THE LEGISLATURE OF THE STATE OF CALIFORNIA RECONSIDER THE BOUNDARY REVISION BETWEEN THE 38th AND 39th SENATORIAL DISTRICTS.
WHEREAS, it is necessary to reapportion Senatorial Districts
38 and 39 in order to comply with the one man - one vote concept;

NHEREAS, a major consideration in the revision of District
Ioundaries should be the retention of areas of common identity with
in the same district; and
WHEREAS, the cities of North San Diego County have tradition-
illy worked together on common problems and have formed their own
4orth County subsidiary of the San Diego County Division of the
.eague of California Cities; and
WHEREAS, all North County cities have been retained in a
single Supervisorial District in accordance with the recently
idopted reapportionment plan of San Diego County; and
WHEREAS, it is considered to be more effective for an area of
:ommon interest to be represented by one Senator than by several
jenators; and
WHEREAS, the admitted purpose of the revision of boundaries
ietween the 38th and 39th Districts is to permit the incumbant
From the 39th District to move to Solana Beach;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
2ity of Carlsbad, California, urges the Legislature of the State of
2alifornia to reconsider the boundary revision between the 38th and
39th Districts proposed by the Senate Committee on Elections and
Reapportionment, and to revise said boundary by extending the 39th
District eastward and restoring the northly boundary to its
previous line;

BE IT FURTHER RESOLVED that copies of this resolution shall
)e sent to the Chairman of the Senate Committee on Elections and
teapportionment, the Senator of the 38th District, the Senator of
:he 39th District, the President Pro Tempore of the Senate, and
;he Governor of the State of California;
PASSED AND ADOPTED by the City Council of the City of
larlsbad, California, this 19th day of October, 1971, by the
'ollowing vote:
AYES: Cmn. Dunne, McComas, Jardine, Castro and Lewis.
NOES: None.
ABSENT: None.
