RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, RECOMMENDING SUPPORT FOR PROPOSITION #2 PRIMARY ELECTION
BALLOT, JUNE 6, 1972.
signed into Law Chapter 105, Statutes of 1971 by Assemblyman
James Dent, providing for the submission of Proposition #2
on the primary election ballot, June 6, 1972, to authorize the
sale of $350,000,000 of State school bonds; and
WHEREAS, The Legislature enacted and the Governor
signed into law Chapter 118, Statutes of 1971, by Assemblyman
Leroy Green authorizing the State Allocation Board to apportion
the proceeds of $250,000,000 of such State bonds to help 271
school districts in 54 counties build earthquake safe schools
for one million children (20 percent of Statewide ADA) now housed
in structurally inadequate facilities built prior to 1933; and

WHEREAS, Proposition #2 would authorize the sale of such
$100,000,000 in State bonds for the continuation of the State
School Building Air Program in rapid growth, impoverished districts
which have exhausted their bond debt capacity; and
WHEREAS, California law mandates by July, 1975 the
abandonment, replacement or rehabilitation to Field Act standards
of all schools built prior to 1933 and
WHEREAS, Members of school district Boards of Trustees
may be held personally liable for deaths or injuries to pupils
and school personnel caused by earthquake damage to pre-Field Act
WHEREAS, The Legislature enacted and the Governor
26 /I buildings occupied for school purposes subsequent to July, 1975;and

28 County, which occurred during the early morning hours when school
29 was not in session, caused the permanent closure of 96 damaged
30 school buildings housing 70,000 pupils;
WHEREAS, The February, 1971 earthquake in Los Angeles
1 31 NOW, THEREFORE, BE IT RESOLVED, that the City Council of
32'the City of Carlsbad hereby commends Proposition #2 to the

favorable consideration of all public and community bodies of this
City of Carlsbad.
BE IT FURTHER RESOLVED that the City Council of the
City of Carlsbad, recommends and supports the endorsement of
Proposition #2 by all California constitutional officers, State
Legislators, Congressmen and United States Senators, members of
71County Boards of Supervisors and City Councilmen and members of
/school district Boards of Trustees; and
BE IT FURTHER RESOLVED, that a copy of this resolution be
sent to the State Allocation Board signifying this City's en-
dorsement.
PASSED, APPROVED, AND ADOPTED at a regular meeting of
the City Council held May 2, 1972, by the following vote, to wit: I AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee.
