RESOlUTION NO. 2027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD SUPPORTING SENATE BILL 860 ENTITLED THE "CALIFORNIA COASTAL RESOURCES ACT OF 1972"
WHEREAS, the City of Carlsbad is a coastal community
encompassing recreational ocean shoreline, a protected
recreational bay, and an estuarine area of recreational and
envi romental si gn i f i cance ; and
WHEREAS, the coastal amenities within the City of
Carlsbad serve both local and regional interests; and
WHEREAS, the City Council of the City of Carlsbad has
~ formally adopted a policy which supports the necessity for
coastal zone legislation governing the conservation and
utilization of all the coastal resources; and
WHEREAS, the City Council policy adheres to the concept
of delegation of authority wherein local government is responsible
for planning and decision-making within statewide policy and
criteria; and
WHEREAS, the City Council policy recognizes Private property
riqhts and obligations and further recognizes the need for state
assistance in eaualizing benefits and costs incurred in effective
coastal zone management; and
WHEREAS, Senate Bill 860, entitled the "California Coastal
Resources Act of 1972", is the only proposed legislation in the
California State Legislature which pronoses a constructive program
for the management of coastal resources, which maintains the
integrity of local government and its ability to be immediately
responsive to citizens, and which recognizes and Drovides for
financial considerations required in effective coastal zone
management ;

NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the Governor and the Legislature of the State of

California are urged to enact into law Senate Bill 860, the
"California Coastal Resources Act of 1972";

coastal cities, in particular, are urged to support passage of
Senate Bill 860.

City Council held 7th June, 1972, by the following vote, to wit:
AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee.
