A RESOLUTION OF THE CITY COUNCIL. OF THE CITY
OF CARLSBAD URGING THE ENACTMENT OF SENATE
1973", PERTAINING TO URBAN PUBLIC TRANSPORTATION BILL 502, "THE FEDERAL-AID HIGHbIAY ACT OF
WHEREAS, it is universally recognized that air pollution
caused by automotive exhaust has long since passed the critical
stage as a clear and present danger to the public health of
millions of citizens throughout the United States and that the
problem is extremely acute in the State of California; and
WHEREAS, it is also a known fact; that thousands of lives
are lost each year because of automobile accidents on our free-
ways and highways, especially in California; and
WHEREAS, it appears logical that; one way to curb the
air pollution caused from automobiles, decrease the taking of
lives of our residents in this State, and cease the general
congestion on the freeways, is to have a mass rapid transpor-
tation system that would ensure that people could commute back
and forth in comfort and safety without using their automobiles;
and
WHEREAS, a mass rapid transportation system is gradually
becoming a must in our nation inorder to relieve congestion and
save lives on highways and freeways, and cause a substantial
decrease in air pollution caused by automotive exhaust;
NOW, THEREFORE, the City Council of the City of Carlsbad,
California, resolves as follows:
Section 1. That the members of the City Council of the
City of Carlsbad urge the enactment of Senate Bill No. 502,
entitled "The Federal-Aid Highway Act of 1973", and that the
State be urged to use urban highway funds for rail or bus mass
transportation, as well as for highway c:onstruction.

Section 2. That the City Clerk be, and is hereby
authorized and directed to forward a certified copy of this
resolution to Senators Edmund Muskie, John V. Tunney, and
Alan Cranston, and Congressman Clair W. Burgener so as to
convey the feeling of the City Council of the City of
Carlsbad, acting on behalf of the citizenry of the City of

i Section 3. The City Clerk shall certify to the
passage of this resolution by the City Council of the City
of Carlsbad, and cause the same to be posted in three
conspicuous places in the City of Carlsbad, and it shall
thereupon take effect.
