A RESOLUTION OF THE CITY COIJNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, URGING THE COUNTY SUPERVISORS' ASSOCIATION OF CALIFORNIA AND THE LEAGUE OF CALIFORNIA CITIES TO SEEK ACTION TO ALLEVIATE THE PROBLEM OF LITTER AND LdASTE DISPOSAL CREATED BY THE SALE OF EEYERAGES IN DISPOSABLE9 NON-RETURNABLE CONTAINERS.
WHEREAS, the sale of malt and carbonated beverages in
disposable, non-returnable containers is producing an adverse
effect upon the environment which is injurious to the health,
safety and welfare of the residents of' the County of San Diego
and the entire State of California; and
WHEREAS, the problems created by the sale of malt and
carbonated beverages in disposable, ncn-returnable containers
cannot be solved on a local level, but must be dealt with
on at least the State level;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, as follows:
1. That the above recitations are true and correct;
2. That the Council urges the County Supervisors'
Association of California and the League of California Cities
to seek the following actions by the State Legislature to
alleviate the problems of litter and waste disposal created
by the sale of malt and carbonated beverages in disposable,
non-returnable containers:
(a) Require a deposit on all containers used for
the sale of malt and carbonated beverages.
(5) Promote, encourage and support research by
the beverage and container industries in the field of
biodegradable containers and recycling.

(c) Develop, encourage and support programs
aimed at encouraging the citizens of the State of
California to take a more resgons.ible attitude toward

the disposal of beverage containers, including recycling.
3. That the City Council hereb-y requests all of
the counties and cities in California to take similar action
urging the County Supervisors' Association of California
and the League of California Cities to seek action by the
State Legislature which will alleviate the problems of litter
and waste disposal created by the sale of malt and
carbonated beverages in disposable, non-returnable containers;
and
4. That the City Clerk of the City of Carlsbad is
hereby directed to send copies of this; resolution to the
County Supervisors' Association of California, the League of
California Cities and the thirteen (13) cities in the County
of San Diego.
adjourned PASSED, APPROVED AND ADOPTED at an/regular meeting of
the City Council on the 18th day of April, 1973, by the
following vote, to wit:
AYES: Councilmen Dunne, Lewis, Chase and Frazee.
NOES: None.
ABSENT: Councilman McComas.
