RESOLUTION NO. 3126
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING A MASTER PLAN FOR PHASE II AND 111, 74.4 ACRES OF LAND, GENERALLY LOCATED SOUTH OF PALOMAR AIRPORT ROAD AND EAST OF LOWDER LANE. (A. McReynolds)
WHEREAS, the Planning Commission of the City of Carlsbad
did on the 24th day of April, 1473, hold a duly advertised
public hearing as prescribed by law, to consider a request
by Andrew McReynolds for approval of a Master Plan to allow
construction of Phase I1 and 111, on 79.4 acres of land,
generally located south of Palomar Airport Road and east of
Lowder Lane, described as:
That portion of Lot I'H" of Rancho Agua Hedionda, in the County of San Diego, State of California, according to Map thereof No. 823, filed in the Office of the County Recorder of said County, November 16, 1896,
WHEREAS, at the conclusion of said hearing, the Planning
Commission adopted Resolution No, 896 recommending adoption
of said Master Plan which is incorporated by reference herein;
and
WHEREAS , said appl i cation has compl ied with the require-
ments of the "City of Carlsbad Environmental Protection
Ordinance of 1972", and an Environmental Impact Report was
filed and discussed at a duly noticed public hearing held
by the Planning Commission on April 24, 1973, and was approved
as presented; and
WHEREAS, on May 15th , 1973, a duly
advertised Public Hearing was held before the City Council
to consider the proposed Master Plan, and after hearing and
considering the testimony and arguments, if any, of all persons
desiring to be heard, said Council did find the following
facts and reasons present which in their opinion are necessary
to carry out the general purpose of Title 21 of the Carlsbad

1 Municipal Code:
I 1. The Master Plan, at 7 d.u./acre, would he consistent with the General Plan.
2. Proper P-C development, at this density, would be the most logical way for this property to develop with residential uses.
WHEREAS, the Plan shown on Exhibit “A” and approved
by the Planning Commission is incorporated by reference herein;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and correct.
2, That the findings of the Planning Commission
contained in Resolution No. 896 constitute the findings of
the Carlsbad City Council 3 with the exception of Item #2.
3. That the approval of the proposed Master Plan
is necessary to carry out the general purpose of Title 21
of the Municipal Code.
4. That the Master Plan detailed in Planning Commission
Resolution No, 896 is hereby approved subject to all the
conditions set out in said resolution, with the exception of Item #2
PASSED, APPROVED AND ADOPTED at a regular meeting of
the City Council on thel5th day of May
following vote, to wit:

AYES : Councilmen McComas, Lewis, Chase and Frazee.
NOES : Councilmen Dunne.
