A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING A MASTER PLAN FOR FOR 63 ACRES OF LAND, LOCATED WEST OF EL CAMINO REAL, BETMEEN CHESTNUT AVENUE AND KELLY DRIVE, TO
TO BE KNOWN AS "CARLSBAD PALISADES". ALLOW CONSTRUCTION OF A 350-UNIT PROJECT
WHEREAS, the applicant has met the requirements of the
"City of Carlsbad Environmental Protection Ordinance of
1972", and an Environmental Impact Report was filed and
discussed at a duly noticed public hearing held by the
Planning Commission and City Council and was approved as
presented; and
WHEREAS, the Plan shown on Exhibit "A" and approved
by the Planning Commission is incorporated by reference
herein; and
WHEREAS, on June 5th , 1973, a duly advertised
Public Hearing was held before the City Council to consider
the proposed Master Plan, and after hearing and considering

WHEREAS, the Planning Commission of the City of Carlsbad
did on the 8th day of May, 1973, hold a duly advertised
public hearing as prescribed by law, to consider a request
by Douglass-Pacific for approval of a Master Plan to allow
construction of a 350-unit project on 63 acres of land
generally located west of El Camino Real, between Chestnut
Avenue and Kelly Drive, and more particularly described as:
Portion of Lot ''1'' of Rancho Agua Hedionda, Map No. 823, in the City of Carlsbad, County
of San Diego, State of California; and
WHEREAS, at the conclusion of said hearing, the Planning
Commission adopted Resolution No. 904 recommending adoption
of said Master Plan which is incorporated by reference
the testimony and arguments, if any, of all persons. desiring 32

to be heard, said Council did find the following facts and
reasons present which in their opinion are necessary to
carry out the general purpose of Title 21 of the Carlsbad
Municipal Code:
1. The Master Plan, without the Commercial areas, is consistent with the General Plan.
2, The proposed development would not have an adverse effect on adjoining properties.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the findings of the Planning Commission
contained in Resolution No. 904 constitute the findings of
the Carlsbad City Council.
3. That the approval of the proposed Master Plan
is necessary to carry out the general purpose of Title 21
of the Municipal Code.
4. That the Master Plan detailed in Planning
Commission Resolution No. 904 is hereby approved subject to
all the conditions set out in said resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of
the City Council on the 5th day of June , 1973, by the
following vote, to wit:
AYES: Cmn. McComas, Lewis, Chase and Frazee.
NOES : None.
