RESOLUTION NO. 31 53
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, ADOPTING THE
SALARY PLAN FOR THE CITY FOR 1973-74
FISCAL YEAR.
WHEREAS, the City Council did on June 5, 1973 move to accept
the memorandums of understanding, attached hereto as Exhibit "A",
between administration and three separate employee associations,
and regarding, in part, rates of pay for various classified
titles;
NOW, THEREFORE, the City Council of the City of Carlsbad
does resolve as follows:
The Classification and Salary Range Schedule described in
Exhibit IrB", attached hereto and make a part hereof, is hereby
adopted for the 1973-74 fiscal year.
PASSED, APPROVED AND ADOPTED, by the City Council of the
City of Carlsbad at a meeting held on the 19thday of June
1973, by the following vote,

to wit:
AYES : Councilman Dunne, McComas, Chase and Frazee.
NOES : None.
ABSENT: Councilman Lewis.

It is agreed by and between the Administrative Office
of the City of Carlsbad and the Carlsbad City Employees' Association that the following changes and improvements in compensation and benefits for miscellaneous employees
represented by the association are mutually agreed upon for
submission to the Carlsbad City Council for Fiscal Year 1973-74
as follows:

Management agrees to standardize overtime pay and amend the rules and regulations of the personnel ordinance accordingly.
Classification review and job audit per individual
will be an on-going duty of administration and the
personnel director.
Grievance procedures are subject to review to the
possibility of the inclusion of a grievance board by January 1, 1973.
Management agrees to recommend pay increases to range from 2 1/2% to 10% for classified positions
in the miscellaneous group depending on the survey of salaries conducted January 1, 1973 of County
and other California cities, an average of 7 1/2%
for the majority of employees.
Management agrees to a continued consideration of
a pay day every two weeks.
Improved/new group policy covering medical insurance
will be considered on a continuing basis.

June 4, 1973
It is agreed by and between the Administrative Office of the City of Carlsbad and Police Officers' Association that the
following changes and improvements in compensation and benefits for City Police Department employees represented by the associa- tion are mutually agreed upon for submission to the Carlsbad City Council for Fiscal Year 1973-74 as follows:
1. A 7 1/2% increase in pay will be implemented for all
classified personnel represented by the Police
Officers' Association.
2. Grievance procedures are subject to review to the
possibility of the inclusion of a grievance board
by January 1, 1974.
3. Management agrees to review, study and confer during
Fiscal Year 1973-74 with regard the existing
Education Incentive Program for Police Department
employees to determine if levels of educational
achievement and time in service are similar to the
San Diego County average.

that the following changes and improvements in compensation
and benefits for City Fire Department employees represented
by the incorporation are mutually agreed upon for submission
to the Carlsbad City Council for Fiscal Year 1973-74 as
follows:

to discuss cost-of-living pay increase and/or pay
for ambulance duty, effective January 1,
