RESOLUTION NO. 3313
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE GENERAL PLAN AND AMENDING THE LAND
USE ELEMENT OF SAID PLAN FOR FOUR AREAS
OF THE CITY TO CONFORM TO THE ZONING OF
THOSE AREAS TO INSURE CONSISTENCY BETWEEN DESIGNATED LAND USE AND ZONING.
WHEREAS, the Planning Commission of the City of Carlsbad
did on the 11th day of December, 1973, hold a duly noticed public
hearing as prescribed by law, to consider an amendment to the
Land Use Element of the General Plan by amending the designated
Land Uses for the areas shown on Exhibit A attached hereto and
incorporated by reference herein to conform to the underlying
zoning; and
WHEREAS, said amendment has met the requirements of the
City of Carlsbad Environmental Protection Ordinance of 1972 and
has been declared to have a "nonsignificant" impact on the envi-
ronment; and
WHEREAS, the Planning Commission adopted Resolution No.
996 recommending said amendment to the City Council; and
ImEREAS, on December 17 , 1973, the City Council
held a duly advertised public hearing to consider said amendment;
and
WHEREAS, at said public hearing the City Council received
the recommendations, objections, protests, and comments of all
individuals and parties who desired to be heard;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the findings of the Planning Commission as set
forth in Planning Cormnission Resolution No. 996 constitute the
findings of the City Council.
3. That Land Use Amendment No. 8 to the General Plan
is hereby approved.
4. That the Land Use Element of the General Plan of the
City of Carlsbad is amended as follows:
"(a) That the Land Use designation for Area No. 1 as shown on Exhibit A is changed as follows:
That area currently indicated on the General Plan as Low Density Residential (3-7 d.u./acre) and all of that area currently zoned CM, M., and PM, north and north- east of Palomar Airport, be changed to reflect General Plan Land Use of Planned Industrial.
(b) That the Land Use designation for Area No. 3 as
shown on Exhibit A is changed as follows:
Those lands fronting Pi0 Pic0 Drive between Tamarack
and Elm Avenue, and having an existing General Plan Land Use recommendation of Low Density Residential (3-7 d.u./ acre) that are currently zoned R-3, C-1
and C-2, be changed to reflect Freeway Service and
Professional/Administrative uses.
Those lands fronting Eureka Place between Chestnut Ave. and Basswood Ave. having an existing land use recom-
mendation of Low Density Residential (3-7 d.u./acre)
and currently zoned R-3 and R-1, be changed to indicate
a land use of Low to Medium Density Residential (0-lOd.u./acre.).
An additional recommendation is that lands fronting Eureka Place which would undergo future zone change,
be zoned RD-M vise to R-3.

Those lands generally
(c) That the Land Use designation for Area No. 4 as shown on Exhibit A is changed as follows:
Those lands fronting State Street between the inter- section of State Street and Carlsbad Blvd., southerly
to the easterly extension of Cedar Avenue, having existing General Plan land use recommendation of Highway Related Commercial, and currently zoned C-M
(Heavy-Commercial, Limited Industrial), be changed to indicate a Planned Industrial land use,
An additional recommendation for Area 114 is a Policy
Plan should be developed to encourage new develop-
ments in Area #4 to be less intense than the current uses.
(d) That the Land Use designation for Area No. 5 as shown on Exhibit A is changed as follows:
All those lands south of Oak Avenue, between A.T.S.&F.
Railroad Right-of-way and Tyler Street having a cur-
rent land use recommendation of Medium Density Resi-
dential (22-47 d.u. /acre) and currently zoned M
(Industrial) be changed to indicate a Planned Industrial Land use.

An additional recommendation for Area #5 is a Policy Plan should be developed to encourage new developments in Area {I5 to be less intense than the current uses.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
11
City Council on the 17th day of December , 1973, by the
following vote, to wit:
AYES : Cmn. Dunne, McComas, Lewis, Chase and Frazee.
NOES : None.
