A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, CREATING AND ESTABLISHING
TIlE WATER COMMITTEE
iJHEREAS, the City Council has expressed a desire to obtain
community input concerning major capital expansions of the City
Water System including such subjects as:
a) The planning of a long range major capital expansion
program for the City's Water System.
b) The acquisition of lands, properties, and materials
required to implement a major expansion of the City's Water
System.
c) The establishment of rates, the sale of bonds or propert!
or any other steps necessary to finance major elements of tht
long-range capital expansion of the City's Water System.
WHEREAS, a Water Committee composed of private individuals
can provide such input.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Carlsbad, California, as follows:
1. The Water Committee of the City is established.
2. The Water Committee shall be advisory to the City Counci
and its members shall be selected on the basis of their ability
to constructively advise on the planning and financing of a
program for major capital expansions of the City's Water Service.
3. The Water Committee shall have the duty to make recommenc
ations to the City Council and to advise the City Council on such

two of the first appointees shall be appointed for one year terms
so as to provide the Committee with a higher degree of continuity.
The Chairman of the Water Committee shall be selected by the
members from within their ranks. The term of office of the Chair-
man shall be for a period of one year. The Chairman may succeed
himself in office. Unexcused absence of a Committee member from
three (3) successive regularly scheduled meetings in any one twelve
month period shall constitute vacation of that office. Appointment
to a vacant seat on the Committee shall be for the remainder of the
term of that office.
6. The Water Committee shall meet every other month at a time
and place to be arranged by City staff.

trator, and Utilities Director shall be ex-officio members of the
Water Committee. Appointment of a staff liaison person shall be

assistance shall be directed to the City Manager.
10. The Water Committee serves at the pleasure of the City
Council and will continue to serve in such capacity until other-
wise directed by the City Council.
11. The Water Committee shall act as such without any
compensation.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, held on the
