RESOLUTION NO. 3482
A RESOLUTION OF THE CITY COUNCI OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
THE RECOMMENDATIONS OF THE CITY MANAGER
REGARDING WAGES, HOURS AND OTHER TERMS
AND CONDITIONS OF EMPLOYMENT FOR EMPLOY-
EES REPRRESENTED BY THE CARLSBAD FIRE-
FIGHTERS ASSOCIATION.
WHEREAS, the City Manager, through designated Management
representatives, has met and conferred with the Carlsbad Fire--
fighters Association and after much discussion and negotiation the
parties failed to reach a memorandum of understanding; and
WHEREAS, the above matter was brought on for resolution
and determination before the City Council at the Council meeting
of August 6, 1974; and
WHEREAS, at this Council meeting the City Manager presente
his recommendations for salary and other terms and conditions of
employment, and the Carlsbad Firefighters Association presented
its proposals regarding the same; and
WHEREAS, after due consideration 6f all aspects of the mat
ter the City Council determined that the Ci,y Manager's recommenda
tions for fiscal year 1974-75 were appropriate;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby accepts and approves the
recommendation of the City Manager for salary and other terms
and conditions of employment for Fire Department employees repre-
sented by the Carlsbad Firefighters Association for fiscal year
1974-75, a copy of which is attached hereto and is incorporated
herein by reference.
3. That the City Council, by its acceptance of the recom-
mendation of the City Manager, intends to take the necessary steps
to implement said recommendations.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
day of August , 1974, Carlsbad City Council held on the 6th
by the following vote, to wit:

EXHIBIT A
MEMORANDUM OF UNDERSTANDING BETWEEN
MANAGEMENT REPRESENTATIVES OF THE CITY
OF CARLSBAD AND THE CARLSBAD MISCELLANEOUS EMPLOYEES AS REPRESENTED BY THE CARLSBAD
CITY EMPLOYEES ASSOCIATION FOR THE! FISCAL
YEAR 1974-1975
WHEREAS, the City of Carlsbad Miscellaneous Employees
have been negotiating as part of the meet and confer process
with representatives from Management regarding wages and
certain other terms and conditions of employment to be
effective for fiscal year 1974-1975; and
WHEREAS, the parties to said negotiation have reached
agreement and wish to present this Memorandum of Understand-
ing incorporating all the terms of that agreement to the
City Council and request that it be approved and implemented;
NOW, THEREFORE, IT IS AGREED by and between the
Management representatives (City) and the Miscellaneous
Employees as represented by Carlsbad City Employees Associa-
tion (Association) that the following terms and conditions
of employment for fiscal year 1974-1975 be submitted to the
City Council:
1. PERSONNEL INCLUDED
This agreement shall apply to all Miscellaneous
Employees represented by the Carlsbad City Employees Associa-
tion.
2. SALARY ADJUSTMENT
The City shall provide a 9% salary increase for all
ranges and steps for all included personnel effective as of
July 1, 1974.
3. EDUCATIONAL INCENTIVE PAY ADJUSTMENT
City and Association agree to an amendment to Per-
sonnel Rule XV to decrease the maximum possible compensation
under the Education Incentive Program from 12-1/2% to 10%.
The compensation schedule will be amended accordingly to
reflect the 10% maximum on seven or more years' service with
ninety or more POST points or college units in accredited
courses toward a BS or BA in an appropriate field. The
balance of the schedule will remain the same.
4. HOLIDAY ADJUSTMENT
City and Association agree to an amendment to Per-
sonnel Rule X, Section 13, to delete Admission Day from the
list of City holidays and to include in lieu thereof for all
included personnel each employee's birthday as an individual
holiday to be celebrated by that employee only. If an
employee's birthday shall fall on a Saturday, Sunday or
other holiday, an appropriate alternate day shall be select-
ed as the holiday by the employee with the approval of the
employee's department head.
5. INSURANCE
City agrees to increase at City's cost the amount of
group life insurance provided by the amount of $3,000 per
employee for a total of $5,000 per employee for all included
personnel.
6. CONTINUANCE OF TERMS
All other terms and conditions of employment appli-
cable to included personnel and not inconsistent with the
terms of this Memorandum of Understanding shall remain in
effect.
