RESOLUTION NO. 3676
A RESOLUTION OF THE CITY COUNCI OF THE
CITY OF CARLSBAD, CALIFORNIA, ANNOUNCING
FINDINGS AND DECISION ON A PREANNEXATION
CHANGE OF ZONE (ZC-153) FROM SAN DIEGO
COUNTY E-1-A TO P-C (PLANNED COMMUNITY
ZONE) ON A 13.9-ACRE SITE LOCATED ON THE
EAST SIDE OF EL CAMINO REAL APPROXIMATELY
2,500 FEET NORTH OF ALGA ROAD. APPLICANT:
WILLIAM CANNING FOR C.W.C. DEVELOPMENT.
WHEREAS, on April 8, 1975 a dully advertised public
hearing was held before the Planning Commission in a manner
prescribed by law to consider a preannexational change of zone
from San Diego County E-1-A to RD-M (residential density-multiple
zone) on a 13.9-acre site located on the east side of El Camino
Real approximately 2,500 feet north of Alga Road, more particular11
described as:
Parcel A, West Half of Northeast Quarter, Survey 26,
Township 12 South, Range 4 West, San Bernardino Meridian, County of San Diego;
and
WHEREAS, at the conclusion of said hearing, the Planning
Commission adopted Resolution No. 1147 recommending denial without
prejudice; said resolution is herewith referred to and made a
part hereof; and
WHEREAS, on May 6, 1975, the City Council of the City of
Carlsbad held a public hearing on the appeal of said denial,
received all recommendations and heard all persons interested in
or opposed to the proposed change of zone and indicated their
intent to grant said appea1,to the extent of rezoning the property
P-C, and referred the matter back to the Planning Commission for

report; and
WHEREAS, on May 27, 1975 the Planning Commission heard
the request again and recommended the City Council grant P-C
zoning on the subject property for the following reasons:
1. The P-C Zone will allow coordination of open space
systems with the San Diego Gas and Electric Company easement.
2. The P-C Zone would also allow development of the
property to be coordinated with property to the east and north.
The P-C Zone would allow greater flexibility in de- 3.
signing with special treatment areas such as El Camino Real or
the archeological site.
4. The P-C Zone will promote a smoother transmission from
the subject property to the higher density area to the south.
WHEREAS, said application has complied with the require-
ments of the City of Carlsbad Environmental Protection Ordinance
of 1972, and an Environmental Impact Report was filed and dis-
cussed at a duly noticed public hearing held by the Planning
Commission, and was approved as presented;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the approval of the proposed preannexation change
of zone classification is necessary to carry out the general
purpose of Title 21 of the Municipal Code.
3. That the City Council of the City of Carlsbad intends
to adopt an ordinance to effectuate the proposed preannexation

change of zone for the reasons set forth herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 1st day of July , 1975,
by the following vote, to wit:
AYES : Councilmen Frazee, Chase, Lewis, Skotnicki and
NOES: None
