RESOLUTION NO. 3774
A mSOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA REQUESTING
THE CITIES OF SAN MARCOS AND VISTA AND
THE COUNTY OF SAN DIEGO TO ENGAGE IN
LOCAL PLANNING EFFORTS AND AUTHORIZING
CITY PARTICIPATION IN LOCAL PLANNING
EFFORTS
WHEREAS, each of the Member Agencies of the Encina Joint
Sewerage System, the Vista Sanitation District, the City of Carlsba
the Buena Sanitation District, the San Marcos County Water Gistrict
the Leucadia County Water District and the Encinitas Sanitary
District ("Members") have joined together to plan, design and
construct the Phase I11 Upgrading and Enlargement of the Encina
Water Pollution Control Facility in order to meet Federal and State
requirements for improved sewage treatment and in order to meet
anticipated increased demands; and
WHEREAS, the Vista Sanitation District on behalf of the
Members has submitted an application for Federal and State grants
to assist in funding said upgrading and enlargement; and
WHEREAS, the Comprehensive Planning Organization, acting as
the area-wide clearinghouse for the San Diego region, pursuant to
Office of Management and Budget Circular A-95, has reviewed the
subject application; and
WHEREAS, the 1986 population design capacity of the proposed
upgrading and enlargement is consistent with regional forecasts:
and
WHEREAS, concerns about the environmental and economic impact
of served area, population growth and facilities upgrading and
enlargement within the Encina service area exist; and
WHEREAS, the Board of Directors of the Comprehensive Planning

Organization has recommended unconditional approval of the Vista
Sanitation District’s application; and
WHEREAS, the Board of Directors has requested voluntary
planning efforts by general purpose local governments and encourage
its staff to assist in such efforts; and
WHEREAS, the City of Carlsbad recognizes that a coordinated
public facilities (sewer, water, roads, fire, police, etc.) and
land use staging program (time and location) will support and
enhance the Encina Phase I11 upgrading and enlargement project.
NOW, THEREFORE, the City Council of the City of Carlsbad
hereby resolves as follows:
1. That the City of Carlsbad is willing to participate with
the other general purpose local governments having jurisdiction
over the Encina service area to prepare and adopt a work program,
prior to the start of construction of the Phase I11 Upgrading and
Enlargement of the Encina Water Pollution Control Facility, to
accomplish a coordinated public facilities (sewer, water, roads,
fire, police, etc.) and land use staging program (time and location
and that such efforts be assisted by the Regional Water Resources
Plan and Program, the Regional Air Quality Strategy and the Pilot
Growth Study now underway in North County.
2. That the Cities of San Marcos and Vista and the County
of San Diego are hereby requested to join with the other general
purpose local governments having jurisdiction over the Encina
service area to prepare and adopt a work’program, prior to the
start of construction of the Phase I11 Upgrading and Enlargement
of the Encina Water Pollution Control Facility, to accomplish a
coordinated public facilities (sewer, water, roads, fire, police,

etc. and land use staging program (time and location) and that
such efforts be assisted by the Regional Water Resources Plan and
Program, the Regional Air Quality Strategy and the Pilot Growth
Study now underway in North County.
3. That the staff of the Comprehensive Planning Organization
is requested to cooperate with and assist the City of Carlsbad and
the other general purpose local governments in the Encina service
area in the preparation of such work program and ultimately such
public facilities staging program.
4. That the Environmental Protection Agency is requested to
assist the City of Carlsbad and the other general purpose local
governments having jurisdiction over the Encina service area in
funding the development of the staging program as a means to com-
prehensively implement Federal objectives.
5. That a copy of this resolution shall be sent to each
member of the Encina Joint Sewerage System, each of said general
purpose local governments having jurisdiction over the Encina
service area, the Board of Directors and Executive Director of
the Comprehensive Planning Organization, the Environmental Protec-
tion Agency and the State Water Resources Control Board.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad held the 21st day of October I
1975, by the following vote, to wit:
AYES : Councilmen Chase, Lewis and Councilwoman Casler.
NOES : None.
ABSENT: Councilmen Frazee and
