A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REQUESTING THAT AMENDMENTS BE MADE TO THE VOTING RIGHTS ACT OF 1975,
CONCERNING BILINGUAL VOTING MATERIALS
WHEREAS, the Federal Voting Rights Act of 1975 was passed
by the Congress and the Senate of the United States; and
WHEREAS, it is evident that no election officials were
consulted as to the problems created in implementing this Act
both logistically and financially; and
WHEREAS, this Act is not being consistently enforced within
the fifty States of the United States due to different legal
requirements in each of the fifty States; and
WHEREAS, the State of California, the Counties of Californit
and the Cities of California do substantially more in informing
their voters than do forty-seven other States;
WHEREAS, there is no way to guarantee that bilingual voting
materials will reach those who desire them without the necessity
of sending bilingual materials to all voters at tremendous expense;
NOW, TKEREFORE, BE IT RESOLVED, that the City Council of
the City of Carlsbad hereby requests that amendments be made to
the Voting Rights Act so that it will be administered equally
among the fifty States, and the wording be changed to make the
material available upon request for those persons who wish
minority language voting materials, and that the Federal
Government reimburse the States, Counties and Cities for all costs
incurred by this legislation.

3rd day of February , 1976, by the following
