RESOLUTION NO. 3983
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE
CITY'S CLASSIFICATION PLAN TO INCLUDE THE
POSITION OF GENERAL MANAGER, JOINT WATER POLLUTION CONTROL FACILITIES.
WHEREAS, it is the intent of the joint owners of the Encina
rater Pollution Control Facilities to administer the operation
If said facilities by the joint owners; and
WHEREAS, it has been determined that to effectively administer
;aid facilities, a General Manager representing the joint owners is
-equired; and
WHEREAS, the City of Carlsbad serves as the administrator of
;aid joint facilities and, therefore, has the responsibility for
:he employement of a General Manager:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
:ity of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the City Manager is hereby authorized and directed to include the position of General Manager, Joint Water
Pollution Control Facilities, in the City's Classifi-
cation Plan and the job description, shown as Exhibit A, attached hereto and made a part hereof, is approved.
That the City Manager is hereby authorized and directed
to employ a General Manager, Joint Water Pollution Con-
trol Facilities under those conditions previously
established by joint owners.
3.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Zarlsbad City Council held on the 3rd day of August , 1976,
by the following vote, to wit:
AYES : Councilmen Frazee, Lewis, Packard, Skotnicki and
NOES : None
ABSENT: None

Exhib, ‘A’ GENERAL MANAGER 0 - CITY OF CARLSBAD
Joint Water Pollution Control Facilities
Description: This is an administrative class with duties involving planning, organizing and administering the various
functions of the Regional Sewage Agency. Duties are
performed under the general supervision of the City
Manager.
Examples 1. Organizes, directs and administers the operation of Duties : and maintenance of the waste water treatment plant and
joint facilities to meet applicable state and federal
waste water quality standards.
2. Develops, implements and controls cost measure-
ment and cost control systems as required .by the agency.
3, Represents the regional agency and all member
agencies in all negotiations, transactions and liaison
with state and .federal agencies,
4. Prepares and submits annual operating budget and
capitol budgets related to the, operation and maintenance of the waste water treatment plant and joint facilities as required by the agency.
5. Insures all service contracts are properly administered.
6. Is responsible for consulting with all facility users regarding unusual or difficult waste water problems,
to include notification of violations and initiation of
action to obtain compliance with existing regulations.
7. Performs studies, surveys, reports and economic
appraisals as required by the agency.
8. Responsible for the safety in operation of the waste
water treatment plant, joint facilities and the safe practices of personnel employed by the agency.
9. Responds to timely notice from member agencies and
appears at member agency respective board meetings
prepared to report on the operation of the waste water
treatment plant and joint facilities, providing expert opinions, advise and counsel in matters relating to the
waste water system.
10. Performs other related duties as required.
Employment Any combination of education, training or experience
Standards : equivalent to graduation from college-with a- degree
in an appropriate branch of engineering; five years of experience in the operation of-waste water quality
control, three years of which should be in a responsible
management or administrative position in the field of
waste water quality control. Experience or training in lieu of education may be substituted on a year for year
basis, but must be in addition to five years of experience in- the field.
