RESOLUTION NO. 4073
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, CREATING AND ESTABLISHING
THE UNDERGROUND UTILITY ADVISORY COMMITTEE
WHEREAS, Section 11.08.020 of the Municipal Code provides
for public hearings to ascertain whether overhead utilities shall
be replaced with underground utilities in certain areas of the
City; and
WHEREAS, the Council requires specific information on the
boundaries of the area to be undergrounded, the cost, compliance
with Public Utility Commission regulations, availability of funds
and other information on community effects; and
WHEREAS, this information can best be provided by a
Committee familiar with public utility regulations, construction
costs, and community needs;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
Zity of Carlsbad as follows:
Section 1. A standing committee, known as the Underground
lstility Advisory Committee, shall be authorized and appointed by
the authority of the City Council;
Section 2. This committee shall be an advisory committee
zomposed of members from the City staff, the utility companies,
:he cable TV industry, and the community at large;
Section 3. The City staff members on the committee shall
)e the incumbent Public Works Administrator (who will act as
:hairman) or his designated representative, and the incumbent
Iirector of Planning or his designated representative.

of the Planning Commission or his designated representative.
Section 4. The Underground Utility Advisory Committee
shall be charged with the responsibility for making recommendations
to the City Council on the formation of underground utility
districts and keep the Council informed as to the status of the
City's underground program. The Committee shall also perform the
following duties:
1. Survey the community to determine "areas affected by
General Public Interest" which would qualify as underground utility
districts;
2. Develop a priority list of projects as a tentative
master plan for City Council approval;
3. Prepare detailed information on proposed district
boundaries, construction costs, construction schedule, and fi-
nancing methods for approved districts;
4. Develop procedures and recommendations for use by
appropriate City Departments and Utilities in implementing under-
ground districts;
Section 5. The Committee shall be composed of seven
members of which two will be City Staff members, one Planning
Commission member, two Utility Company members, and one cable

Industry member, in accordance with Section 3, and the remaining
member shall be appointed by the Mayor with consent and approval
of the City Council;
Section 6. The appointed committee members shall be
appointed for four (4) year terms;
Section 7. The committee shall meet at least once during
each quarter of the calendar year and may meet at the call of the
Chairman. A report shall be made to the City Council at least
once each year and at other times as deemed appropriate by the
Chairman;
Section 8. The committee is as established by the City

Council and shall continue at the pleasure and discretion of the
Council;
Section 9.

Members shall serve without compensation or
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Zarlsbad City Council held on the 4th day of January , 1977
by the following vote, to wit:
