RESOLUTION NO. 5224
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD , CALIFORNIA, AMENDING THE LAND
USE ELEMENT OF THE GENERAL PLAN TO CHANGE
THE LAND USE DESIGNATION FROM 0-S ( OPEN SPACE) TO G (GOVERNMENTAL FACILITIES) ON PROPERTY GENERALLY LOCATED ON THE NORTH SIDE OF EL CAMINO REAL BETWEEN SUNNY CREEK ''
ROAD AND PALO-YAR AIRPORT ROAD. APPLICANT:
COUNTY OF SAN DIEGO - GPA-49.
WHEREAS, the Planning Commission did hold a duly noticed
?ublic hearing as prescribed by law to consider amendments to
the Land Use Element of the General Plan on August 24, 1977; and
WHEREAS, an Environmental Impact Report has been prepared by
the County, the "lead agency" for the project, and the City, as
3 "responsible agency", has considered the certified EIR and found
it to be in full compliance with the City of Carlsbad Environmental
Protection Ordinance of 1972; and
WHEREAS, The City Council, on September 20, 1977, held a
duly advertised public hearing to consider said amendment and all
other proposed amendments and at said time received the
recommendations, objections, protects and comments of all
interested persons desiring to be heard; and
WHEREAS, the City Council, after considering all proposed
amendments to the Land Use Element in terms of making one single
General Plan amendment, directed the City Attorney to return with
appropriate resolutions, separately dealing with each proposed
amendment, to allow the Council to record individual votes, all as
a part of a single amendment to the Land Use Element.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
A. That the above recitations are true and correctr

B. That this resolution, and Resolution No, 5223 , are
all part of a single amendment to the Land Use Element of the
General Plan.
C. That the findings of the Planning Commission as set
forth in Planning Commission Resolution No. 1396 constitute the
findings of the City Council.
D. That the Land Use Element of the General Plan is amended
to approve GPA-49, to change the 0-S (Open Space) designation to
G (Governmental Facilities), to allow construction of a solid
waste shredder and transfer station, on approximately a 58-acre
portion of the landgenerallylocated on the north side of El Camino
Real between Sunny Creek Road and Palomar Airport Road, as shown
on map marked Exhibit A, attached hereto and made a part hereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 4th day of October , 1977
by the following vote, to wit:
AYES : Councilmen Frazee, Lewis, Packard, Skotnicki and
NOES : None Councilwoman Casler
ABSENT : None
