RESOLUTION NO. 5243
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
RESOLUTION NO. 5101, ESTABLISHING THE
CLASSIFICATION AND SALARY RANGE SCHEDULE
FOR MISCELLANEOUS EMPLOYEES FOR FISCAL
YEAR 1977-78, WITH THE ADDITION OF THREE
NEW TITLES AND RELATED SALARY RANGES.
WHEREAS, the City Council did in the adoption of the
"seal Year 1977-78 Budget approve the addition of three new
zlassifications to the Classification and Salary Range Schedule
!or Miscellaneous employees; and
WHEREAS, it is the intent of the City Manager to
implement three new position descriptions with related salary
ranges;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the City Manager is hereby authorized and directed
to include the positions of AUDIO-VISUAL TECHNICIAN, Salary
Range 17, DEPARTMENTAL ADMINISTXATIVE ASSISTANT, Salary Range 34,
md WATER SYSTEM MECHANICAL MAINTENANCEMAN, Salary Range 33,
in the city's Classification and Salary Range Schedule for
ktiscellaneous employees, as described with salary range in
Exhibit "A", attached hereto and made a part hereof, is approved.
3. That the City Manager is hereby authorized and directed
to implement that relative portion of the Fiscal Year 1977-78 Budget
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 1st day of November , 1977,
by the following vote, to wit:

CITY OF CARLSBAD
AUDIO-VISUAL TECHNICIAN
Definition: This is a general maintenance class in the library series. Assists the Head of Audio- Visual Services and, under supervision, is
responsible for maintenance and control of
all audio-visual equipment and materials.
Examples 1. Performs minor repairs and prevent&tkve
of Duties: maintenance on the following equipment: film
cleaning/inspection machine; 16mm and Super-8
sound projectors; slide projectors; film- strip projectors; video tape unit; record player; and cassette players.
2. Responsible for cleaning, inspecting, and repairing the library's 16mm and Super-8 films.
3. Assists in the production of video and audio programs.
4. Responsible for cleaning and inspecting
the library's phono records and cassette tapes.
Employment Must have a valid California driver's license. Standards: Must be familar with the types of audio-visual
equipment used in the library. Desirable to
have a basic knowledge of electronics and some practical experience with video tape, film production, and audio recording.

Employment Standards:
This is a responsible position assisting a Department
Head with administrative responsibilities. Under general supervision of a Department Head the employee exercises considerable initiative in carrying out a variety of assignments. of municipal governmental functions and involves observation, analysis, com@ilation and reporting in the fields of management, finance, personnel, public works and engineering.
The work requires knowledge
1. Checks and guides preliminary staff work to assure that accurate information is available and that the details of city policies have been worked out for inclusion in contracts, ordinances and reports.
2. Makes investigations and studies and prepares reports for a Department Head on special projects,
surveys, studies, citizen complaints, etc.
3. Assists in the preparation of the annual budget and other information for dissemination to the public.
4. Coordinates the preparation of and analyzes monthly reports of the department and/or divisions.
5. Performs a variety of administrative functions as
assigned by the Department Head.
Knowledge of the functions of municipal government, its relationship to the jurisdiction of other public agencies, the principles of public administration and the principles of administrative analysis. Ability
to write and speak effectively; to make organizational and procedural studies and prepare comprehensive reports; to establish and maintain effective working relationships with officials and employees of the city, other governmental jurisdictions and the general public.
One year of responsible experience affording familiarity with the problems involved in governmental administra- tive work and graduation from college with a major in public administration, political science, business administration, economics; or any equivalent combination
of experience and training.

WATER SYSTEM MECHANICAL MAINTENANCEMAN
Definition: This is a skilled class in the water series with
duties involving the production, storage, and distri-
bution of the city's water services and performing related work as required, Duties are performed under direction.

Employment
Standards: Any combination of training and experience equivalent to three years of experience in the maintenance and repair of a water distribution system. by the State within one (1) year as a Grade I1 Water Treatment Operator.
