FIIiST PI€ASE SEWER ALLOCATION SYSTEM
Obiectives
The sewer allocation system contained herein is intended to provide a
framework within which the City Council can make some judgements re-
garding the allocation of a limited amount number of sewer capacity which may
become available. objectives :
This system is designed to meet the following City
A. To fairly and equitably allocate a limited amount of sewer capacity
among competing demands.
B. To coordinate ' development with needed pub1 ic improvements.
C. To maintain.and enhance levels of City services (infilling).
D. To preserve and/or e&ance the efficiency of service delivefy systems
to allow time to provide public facilities adequate to meet expanded
service needs.
E. To renew and maintain existing urbaxareas.
F. To develop vacant land that is within exist.ing urban areas and is
currently serviced by public facilities; i.e., streets, water, sewer.
11. Available Sewer CaDacity
It is estimated that the first phase sewer allocation system will have 270 number of equivalent dwelling units and 75,000 gallons of sewer treatment capacity to be considered for allocation. This capacity may be distributed on the basis of the criteria contained within this
document.
project shall be determined on the bask of equivalent dwelling units
according to the established City system in that regard.

111. Purpose and Intent
A. The guiding criteria for the application cvld interpretation of this
system shall be to maximize the overall community benefits for the City of Carlsbad.
B. This sewer allocation system is for those portions of the City of
Carlsbad which are located within the Carlsbad service area.
C. This sewer allocation system is responding to the specific needs of the
community in terms of those persons known or unknown who have bken caught
by the sewer moratorium established April 19, 1977.
D.. The City Council has determined to consider allocating sone or all of the
leased sewer capacity which we have acquired covering such concerns as: 1) distribution of sewer capacity by percentage to specific land use categories; 23 creating a rating system within the various land use
categories; 3) establishing community benefits for the City of Garlsbad as the maior allocation criteria: and 41 develoment of a system to fairly recognize those persons affected'by the koratorium ;€ April 19,

The Community Facilities and Contingency categories are des gned to reserve sewer capacity rather than allocating fixed amounts immed- iately as the other land use categories.
between now and when optimum sewer capacity is available, there will
be a continuous need for capacity in the various land uses identified in these two categories. It may be necessary to establish a separate rating system for these two categories if a high demand occurs; how- ever, at this time it is anticipated that these will be handled on an "as needed" basis by a case-by-case evaluation by the City Council.
The only exception to the City Council allocating these two categories
based on comity need and the public welfare, is that the City Manager
shall have authority to issue sewer connection permits for failing septic
tank systems.
It is anticipated that

h?OE TO APPLICANTS I
This First Phase Allocation System is adopted based on an assbtio;
that the City will have available 75,000 gallons of additional sewer
capacity on lease from another member of the mcina Treatment ~PPant, This assumption is based on Engineers’ estimates. The true fa<ts are
difficult to determine and the assumptions krhich underlie the lsystem are subject to change. There is no guarantee that a project, hhich anarently qualifies for an allocation pursuant to this systed, will
actually receive a sewer permit.
that the issuance of a sewer allocation permit will insure that ca-
pacity will in fact be available at the time of occupancy. Tfrte City may not exceed its capacity rights in the plant and, therefare, must be governed by the actual availability.of capacity 2t the timd the

FIRST ?WISE SEER ALLOCATION
To the best of my knowledge, my proposed project will not require any public costs for City facilities to service the site, such as streets, sewers, ~etc. I understand that if it is determined by City staff that my project, will re-
quire such public costs, my application will be disquali€ied from consider- ation and my application fees will not be refunded.
