RESOLUTION NO. 5448
The City Council of the City of Carlsbad resolves that the
passage of Proposition 13 will have a significant impact on
city income; and
This impact will require a review of city services and
capital improvement programs; and further
That the City Council desires that this review be aided
by input from a cross section of the community's citizens;
Therefore, the City Council appoints Donald E. Yerkes t
chairman of a citizens' committee composed of the following
fifteen citizens:
Donald E. Yerkes G. A. Donlon Donald Agatep
L. A. Rash John Gray Douglas Rider
Lois Boncer Mark Hobmann Marge Howard-Jones
Bob Ladwig Jacqueline Wrench Ross Spalding
Lew Chase Ida Westree Keith E. Kennedy
Said committee is charged with making recommendations within
30 days on priorities for reducing General Fund expenditures in
order to implement Proposition 13. The Committee should particu-
larly consider the following in their evaluation; minimizing
reductions in essential services and personnel, the extent existing
unappropriated reserves should be used to postpone Proposition 13
impacts, and the desirability of postponing or eliminating capital
improvement projects.

City Council of the City of Carlsbad, California held the
7th day of June , 1978, by the following
