RESOLUTION NO. 5530
A RESQLUTKON OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING AREAS OF CRITICAL ENVIRON'MENTAL CONCERN OFF THE SAN DTEGO COAST (ATTACHMENT A) FOR DESTGNATION AS A MARINE SANCTUARY.
WHEREAS, Title TI1 of the Marine Protection, Research and
Sanctuaries Act of 1972 provides for the designation of Marine
Sanctuaries for the purpose of preserving coastal and ocean waters
€or their conservation, recreational, ecological, or aesthetic
ralues; and
WHEREAS, the Department of Interior has requested state and
local governments to identify areas that should be considered for
designation as a Marine Sanctuary (FRC 42-114, June 14, 1977); and
WHEREAS, the area demarcated in Attachment A is of critical
importance of the economic, recreational, ecological and aesthetic
values of this region's resources contained within and affected
by coastal and ocean waters delineated on Attachment A, including:
- 13 Coastal lagoons and estuaries, San Diego Bay
and Mission Bay
- 76 Linear miles of sandy beaches, rocky intertidal
areas and bluffs
- Sport and commercial fisheries, especially the
30 and 40 mile banks and coastal kelp beds
- Marine mammal migration routes
- San Diego Marine Life Refuge and La Jolla Underwater
Ecological Preserve
- Southern California Critical Air Basin airshed;

NOW, THEWFORE, BE IT RESOZVED, that the Carlsbad City Council
xoposes the designation of the ayeas of critical environnental
:oncern delineated generally on Attachment A as a Marine Sanctuary
ind requests that the Secretaries of Commerce and Interior initiate
Sarine Sanctuary Designation procedures as set forth in Title I11
I€ the Marine Protection, Research and Sanctuaries Act of 1972;

BE IT FURTHER RESOLVED that the Carlsbad City Council opposes
my offshore oil drilling within this marine sanctuary.
PASSED, APPROVED AND ADOPTED by the City Council of the City
)f Carlsbad, California this 5th day of September 1978,
