RESOLUTION NO. 5650
A RESOLUTION OF THE CITY COUNCIL OF THE
CTTY OF CARLSBAD, CALIFORNIA, REQUESTING
THE COPPREHENSIVE PLANNING ORGANIZATION ASSISTANCE IN ACQUIRING FEDEW, STATE,
AND OTHER FUNDS TO DESIGN A PEOPLE MOVER
CONCEPT TO BE USED BETWXEN THE CITY OF
OCEANSIDE AND THE CITY OF CARLSBAD SHOPPING
CENTERS ADJACENT TO HIGHWAY 78.
WHEREAS, a design concept for a "people mover" train from
the Carlsbad Plaza Shopping Center to the Oceanside Shopping Center
Mould greatly improve the general safety, welfare and mobility of
patrons; and
'WHEREAS, this concept could lead to a reduction in air
pollution from fewer vehicle miles travelled; and
WHEREAS, the proposed system would reduce street congestion;
and
WHEREAS, this could result in a significant effort towards
implementing the Regional Air Quality Strategy (RAQS) Plan: and
WHEREAS, this design concept of overhead construction should
be less disruptive to existing developed areas and reduce short
term environmental impacts related to grading, siltation, dirt,
and noise:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That the Comprehensive Planning Organization assist in
obtaining federal funds for the design concept of an overhead
people mover between the City of Oceanside and the City of
Carlsbad Shopping Centers.

1979, by the following vote, to wit:
