RESOLUTION NO. 5699
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, CREATING AND ESTABLISHING AN ADVISORY COMMITTEE ON THE HOUSING ELEMENT OF THE CITY'S
GENERAL PLAN.
WHEREAS, the City of Carlsbad is required to prepare and
ublish a housing element to its General Plan; and
WHEREAS, Council desires to receive recommendations on matters
)ertinent to the Housing Element of the General Plan; and
WHEiREAS, having recognized and identified that this element
lust be completed by October 1, 1979, the Council does deem it
lecessary and in the public interest to establish a Citizens'
idvisory Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
If Carlabad, California as follows:
Section 1. An advisory committee known as the General Plan
iousing Element Committee shall be authorized and appointed by the
iuthori-ty of the City Council.
Section 2. This committee shall be an advisory body composed
If members of the community at large.
Section 3. The committee shall be charged with the responsi-
2ility for making recommendations to the Council on all matters
?ertinent to the Housing Element of the General Plan.
Section 4. The committee shall be composed of nine members
2ppointed by the Mayor with the consent and approval of the City
Zouncil.
Section 5. Members appointed shall serve throughout the
period of the existence of the committee.

Section 6. The chairman of the committee shall be appointed
'y the Mayor.
Section 7. Meetings shall be covered by Robert's Rules of
)rder.
Section 8. The committee shall meet on call of the chairman.
Iinutes of each meeting shall be kept and a copy of the minutes of
!ach meeting forwarded to the Mayor and City Manager within two
reeks of the meeting date.

:ity Manager within 30 days after the 1st of October, 1979.

Section 9. Appointment of staff liaison person shall be at
:he discretion of the City Manager.
Section 10. The City Manager as he deems necessary, or as
iirectetl by the City Council, shall include money to support the
functions of the committee in the present and following fiscal
rear budget.
Section 11. The committee established by the City Council
shall continue at the pleasure and discretion of the Council
>ut in :no case will its activities nor its existence extend beyond
:he date of December 1, 1979.
Section 12. Members will serve without compensation but will
3e reimbursed for personal expenses incurred in the performance
2f duties determined to be official in nature by the City Manager.
