RESOLUTION NO. 6066
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA APPOINTING FRANKLIN D. ALESHIRE TO THE POSITION OF CITY MANAGER.
WHEREAS, a thorough and intensive effort has been made in
recruiting and evaluating candidates for the office of City
Manager; and
WHEREAS, the City Council has determined Franklin D. Aleshire
to be qualified and the most suitable candidate for this office;
and
WHEREAS, the City Council and Franklin D. Aleshire have
reviewed and agreed upon the terms and conditions of employment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. That Franklin D. Aleshire is hereby appointed as
City Manager for the City of Carlsbad.
3. That the salary compensation established by the City
Council for the appointed City Manager for Fiscal Year 1979-80
shall be in an annual amount of Forty-four Thousand ($44,000)
dollars to be paid bi-weekly.
4. That other benefits and forms of compensation consistent
with City policies and ordinances, shall be as described in a
separate Employment Agreement which the Mayor, on behalf of the
City Council, is hereby authorized to execute and sign.

AGREEMENT
FOR -
NONSALARY COMPENSATION
THIS AGREEMENT made and entered into as of the
16th day of January , 1980, by and between
the CITY OF CARLSBAD, CALIFORNIA, a Municipal Corporation, here-
inaf ter ref erred to as "CITY" and FRANKLIN D. ALESHIRE,
hereinafter referred to as "CITY MANAGER.''
RE C I T A L S: ---_---_
CITY desires to enter into an agreement describing
the nonsalary compensation and other considerations authorized
by the City Council upon appointment of the CITY MANAGER.
AGREEMENT
It is mutually agreed between the parties hereto,
that:
1. Nonsalary compensation for the appointed CITY
MANAGER shall consist of the following:
a.

All benefit provisions except Section 7 of
the Executive Compensation Plan for
Management Level I employees.
Removal of the CITY MANAGER shall be controlled
by the provisions of the Municipal Code
Chapter 2.12.
c. The appointed City Manager shall receive
an automobile allowance in the amount of
two hundred dollars ($200) per month. Such
allowance shall beadjustedannually in an
amount mutually agreed to by the City
Manager and members of the City Council.
d. The City Council agrees to permit payment of
the annual membership fees from the budget
of the City Manager for membership in the
International City Management Association,
American Society of Public Administration,
and Western Governmental Research Association.
e. The City Council agrees to provide in the
City Manager's budget, reasonable amounts of
funds to be utilized by the City Manager to
attend conferences and training seminars which
he may elect, providing in each case, that
such attendance has the prior approval of the
City Council.

f. The City Council agrees to reimburse the
appointed City Manager for expenses incurred
in moving his household and personal
possessions from the City of Scottsdale,
Arizona to the City of Carlsbad, California.
2. Other considerations:
a. The City Council agrees that upon conclusion
of the first six months of service by the
appointed City Manager and annually
thereafter, to meet with the City Manager
in executive session for the purpose of
evaluating the performance of the City
Manager.
Council agrees to authorize and participate
in team building and/or goal setting
sessions within six months of the appointment
of the City Manager. The selection, duration,
and content of these sessions will be at
the discretion of the City Council.
the Council agrees to conduct team building
and/or goal setting training for members of
the Council and the City Manager Biennially,
following each councilmanic election or more
frequently, at the discretion of the City
Council.

3. This agreement is made according to the
provisions of Section 2.12.140 of the Carlsbad Municipal
Code.
