RESOLUTION NO. 6067
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA EXPRESSING
OPPOSITION TO EFFORTS BY THE STATE
LEGISLATURE TO IMPOSE MANDATORY AND
BINDING ARBITRATION ON CITIES FOR SETTLE-
MENT OF CERTAIN LABOR DISPUTES.
WHEREAS, the Legislature will again consider imposing
mandatory and binding arbitration upon cities in case of disputes
with police and fire employees, as provided in SB 888 (Roberti),
on Monday, January 21, 1980; and
WHEREAS, SB 888 would limit the ability of local governments
to resolve local labor issues; and
WHEREAS, SB 888 would inhibit the ability of cities to
bargain in good faith with their safety employees; and
WHEREAS, the providions of SB 888 are a significant threat to
local home rule; and
WHEREAS, local governing bodies of cities, elected to
consider and serve the best interests of the public, must retain
the ability to make final decisions on important fiscal matters,
including the wages, hours and working conditions of their public
safety employees;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
1. That the foregoing recitations are true and correct.
2. That the City Council goes on record as expressing
its opposition to SB 888 (Roberti) for the reasons stated above.
3. That the Mayor and City Manager are authorized to
communicate this opposition and forward a copy of this resolution
to the members of the California Legislature as appropriate.

PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, held on the
15th day of January , 1980 by the following vote, to
wit:
