A REdOLUTION OF THE CITY COUNCIL OF THE CITY
OF Cl@USBAD , CALIFORNIA, SUPPORTING PERHANENT BEACH RESTORATION BY THE U.S. ARMY CORPS OF
ENGINEERS
WHEREAS, dhe need for an immediate and permanent solution I
I
to the severe qeach erosion problem afflicting the beaches of
North San Diego County is apparent; and
WHEREAS, dhe erosion problem is a regional problem affecting
all beaches from Oceanside to La Jolla; and
I
WHEREAS, the best available engineering and scientific
I
evidence indicates that the primary cause of the erosion problem
is the FederallGovernment's construction of the Marine Corps' Del
Mar Boat Basin~and appurtenant ocean structures; and
WHEREAS, the Federal Government has acknowledged and accepted
I
full responsibility for creating the erosion problem and
financial responsibility for correcting said problem; and
WHEREAS, interim short-term solutions to the erosion problem,
I
such as the cu4rent effort involving the dredging of Oceanside
Harbor and placing the dredged material on the beaches, are neithe
i effective, noricost-efficient; and ,
WHEREAS, a truly effective permanent solution to the
regional beach erosion problem requires immediate stabilization
of Oceanside beaches coupled with the prompt installation of a
permanent sand1 bypass system which will transport sand from
north of the Del Mar Boat Basin to the beaches of Oceanside
and cities to the south; and

WHEREAS, the Army Corps of Engineers has prepared a Survey
I Report dated September 1980 studying the beach erosion problem and

proposing four alternative solutions.
City of Carlsbad as follows:
NOW, THERE k ORE, BE IT RESOLVED by the City Council of the
1. The Carlsbad City Council endorses said Survey Report
and the findings contained therein, and urges that said Survey
Report be moved/ forward as rapidly as possible into Advanced
Engineering and! Design.

2. The Corps of Engineers design, construct and put into
operation at the earliest possible date an effective, permanent
sand bypass syskem which will restore to the fullest extent
possible the na'tural flow of sand to the beaches of North San
Diego County to^ alleviate the regional erosion problem, and that

the Corps of Engineers act immediately to stabilize Oceanside's
beaches to prevpnt further destruction of public and private
property, I
,
PASSED, APPROVED AND ADOPTED by the Carlsbad City Council

1980 by the vote, to wit:
