64 39 RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING THE LAND USE AND
CIRCULATION ELEMENTS OF THE GENERAL PLAN TO CHANGE THE LAND USE DESIGNATIONS FOR SEVEN AREAS OF THE CITY'S GENERAL PLAN (GPA-55 (B) ; GPA-55 (C) ; GPA-55 (D) ;
GPA-55 (E) ; GPA-57 (B) ; GPA-57 (D) ; GPA-57 (E) ) AND
DENYING A PROPOSED AMENDMENT TO THE LAND USE
ELEMENT (GPA- 5 7 (C ) .
WHEREAS, the Planning Commission did on November 5, 1980
and December 17, 1980 hold duly noticed public hearings as
prescribed by law to consider amendments to the Land Use Element
of the General Plan (GPA-55 (B) ; GPA-55 (D) ; GPA-55 (E) ; GPA-57 (B) ;
GPA-57 (C) ; GPA-57 (D) ; and GPA-57 (E) and Land Use and Circulation
Elements of the General Plan (GPA-55(C) ; and
WHEREAS, the Planning Director has determined that said
amendments will have a nonsignificant impact on the environment
and a Negative Declaration has been prepared and filed in satis-
faction of the requirements of the City of Carlsbad Environmental
Protection Ordinance of 1980 and the California Environmental
Quality Act; and
WHEREAS, the City Council did on January 20, 1981 hold a
duly advertised public hearing to consider said amendments and
at said time received the recommendations, objections, protests
and comments of all interested persons desiring to be heard;
and
WHEREAS, the City Council, after considering all proposed
changes to the Land Use and Circulation Elements of the General
Plan, directed the City Attorney to return with appropriate
documents to allow the City Council to vote on the changes
individually as a part of one single amendment to the Land

Use Element of the General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California as follows:
A. That the above recitations are true and correct.
B. That this resolution and Resolution No. 6440 are
both a part of a single amendment to the Land Use Element of
the General Plan.
C. That the findings of the Planning Commission as set
forth in Planning Commission Resolution No. 1730 (GPA-55 (B) ;
GPA-55 (C) i GPA-55 (D) and GPA-55 (E) ) constitute the findings of
the City Council.
D. That the findings of the Planning Commission as set
forth in Planning Commission Resolution No. 1744, relative to
GPA-57 (B) ; GPA-57 (D) and GPA-57 (E) constitute the findings of
the City Council.
E. That the findings of the Planning Commission as set fort?
in Planning Commission Resolution No. 1745 (GPA-57(C)) constitute
the findings of the City Council and the proposed amendment to
the Land Use Element of the General Plan to change the Land Use
designation from Residential Low Medium Density to Residential
Medium Density is denied,
F. That the Land Use Element of the General Plan is
amended as follows:
1, GPA-55(B)-Ukegawa: Change the land use designation
from Non-Residential Reserve to Planned Industrial on property
generally located on the south side of Palomar Airport Road,
southwest of Palomar Airport, as shown on the map marked Exhibit 1,
attached hereto and made a part hereof.

2. GPA-55(D)-Mola: Change the land use designation
of approximately 10 acres from Residential Medium Density to
Community Commercial on property generally located on the
northwest corner of El Camino Real and Alga Road, as shown on the
map marked Exhibit 2, attached hereto and made a part hereof.
3. GPA-55(E)-Whitney: Change the land use designation
from Planned Industrial to Travel Service for approximately 2-1/2
acres generally located on the west side of Paseo del Norte,
just south of Hadley's Orchards, as shown on the map marked
Exhibit 3, attached hereto and made a part hereof.
4. GPA-57(B)-La Costa Land Company: Change the land
use designation on approximately 1.5 acres from Neighborhood
Commercial to Residential Medium High Density on property
generally located between Centella Street and Rancho Santa Fe
Road, just south of Levante Street, as shown on the map marked
Exhibit 4, attached hereto and made a part hereof.
5. GPA-57(D)-Vallas: Change the land use designation
from Governmental Facilities to Recreation Commercial on property
generally located on the southwest corner of Palomar Airport
Road and El Camino Real, as shown on the map'marked Exhibit 5,
attached hereto and made a part hereof.
6. GPA-57(E)-Signal Landmark: Change the land use
designation from Non-residential Reserve to Planned Industrial
on 333 acres generally located on the west and south side of
Palomar Airport, as shown on the map marked Exhibit 6, attached
hereto and made a part hereof.

G. That the Land Use and Circulation Elements of the
General Plan are amended as follows:
1. GPA-55(C)-OVHara: Change the land use designation
from Residential Low-Medium Density to a Combination District
comprised of Community Commercial, High Density Residential
and Professional and Related Commercial on approximately 50 acres
generally located along El Camino Real (Sunny Creek Road area)
and amend the Circulation Element of the General Plan to delete
future San Francisco Peak Road, a secondary arterial located east
of El Camino Real between Palomar Airport Road and future
College Boulevard, as shown on the map marked Exhibit 7,
attached hereto and made a part hereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of
the Carlsbad City Council held on the 3rd day of February
1981 by the following vote, to wit:
