RESOLUTION NO. 6786 --
A RES0 ,UTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
THE DEVELOPMENT PLAN FOR MACARIO CANYON
PARK.
WHEREAS, the City Council requested that a park development
itudy occur for certain property, to wit:
Macario Canyon Park, on property generally located adjacent to the Agua Hedionda Lagoon,
south and west of El Camino Real and north of 1-5 freeway,
WHEREAS, approval for such study is necessary by the City
2ouncil and;
WHEREAS, the City Council did, on the 9th day of February,
-982, hold a duly noticed public hearing as prescribed by law, to
:onsider adoption of said park development plan; and
WHEREAS, at said public hearing, upon hearing and considerir:
111 testimony and arguments, if any of all persons desiring to be
ieard, said Council considered all factors relating to the park
jevelopment plan.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council, v,

3s follows:
A. That the above recitations are true and correct.
B. That based on the evidence presented at the public
hearing, the City Council recommends approval of Macario Canyon
Park Development plan based on the following findings:
1) The project is consistent with the city's General Plan
since the proposed study for this area is consistent
with general plan policies requiring the use of
specific plans for properties influenced by Palomar
Airport .
2) The site is physically suitable for the type and
density of the development since the site is ade-
quate in size and shape to accommodate a park as
proposed.
3) The project is consistent with all city public facility policies and ordinances since:
a) Actual development will not occur unless the
City Council finds that sewer service is
available to serve the project.
4) The proposed project is compatible with the surrounding future land uses since surrounding properties are desig- nated for industrial or open space use in the General Plan.
5) That the Environmental Impact Report EIR 80-9 identified
and discussed the significant prbj ect impact including the minor loss of estuarian habitat and the loss of most of the coastal sage habitat from the site. These are impacts that cannot be reduced to a level of insignifi- cance and which therefore require a statement of over-
riding consideration. The findings to support such
statement are as follows:
The development plan for the study area proposes the preservation of all wetland areas.
Wildlife harassment would only be temporary until
the species become accustomed to the noise patterns
associated with human ac$ivi.ty.
The boardwalk (a mitigation incorporated in the plan is the least environmental damaging alternative whic permits lagoon access.
The significant stands of coastal sage which contain several rare and endangered species will be pre- served.
Most of the chaparral including the chaparral areas
adjacent to the lagoon which serve as a buffer for the sensitive estuarian habitat will be preserved.
The riparian habitat will be enhanced and expanded.
The areas being preserved and enhanced all have a higher habitat value than the coastal sage habitat.
The park will be landscaped with a mix of native and exotic species which will increase the local
habitat diversities.
6) That all other impacts associated with the Macario
Canyon Park development plan will be reduced to a level of insignificance by incorporation of the miti- gation measures recommended in EIR 80-9

on February 9, 1982.
