RESOLUTION NO. 6902
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF THE CITY TO INCLUDE THE CLASSIFICATIONS
OF PLANNING TECHNICIAN I AND 11.
WHEREAS, the City Manager recommends and the City Council
I
concurs, that the classifications of Planning Technician I and I1
should be included in the city's Classification and Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add the classifications of Planning Technician I and I1
as described in Attachment A, attached hereto and made a part
thereof.
3. That the City Council authorizes and directs the City
Manager to add the titles of Planning Technician I and I1 to the
appropriate city Salary Plan as shown on Attachment B, attached
hereto and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 15th day of June , 1982,
by the following vote, to wit:

PLANNING TECHNICIAN I
PLANNING TECHNICIAN I1
DEFINITION
Under general supervision, to perform a variety of subprofessional
work; to gather and record data and prepare reports; to perform drafting and illustration work in the preparation and revision of maps, graphs, and charts; to assist in enforcing zoning requirements; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
Planning Technician I: This is the entry level class in the sub-
professional planning series. Positions in this class are normally
considered to be in a training status and perform a variety of technicial planning related duties requiring technicial training and education, but little practical experience. Under the training
concept, positions assigned to the class of Planning Technician I1
which become vacant may be filled qt the Plannang Tecbrr;ic$~qn T. Level, Following successful job performqnce and personal development,
reassignment to the Planning Technician XI level qay be expected,
Planning Technician 11: This is the journey level subprofessionqL class. Positions assigned to this clgss require teChnicq1 snd
subprofessional planning knowledges, skiJ.lsP and &iJi.t; through experience and require the ability to work independentQ,
exercising judgement and initiative while assuming more difficult
tasks.
EXAMPLES OF DUTIES
Assist in gathering and tabulating data on papuhtion, Land we, subdivisions, and community design.
Participate in the processing of use permits, variance@, and nsning
applications.
Check building plans, section maps, and regulations €or qpprQpgiate- ness of site, of lot size, and setback,
Obtain names and addresses of property owners from county asses5orFs records for zoning hearing notices.
Assist public in completing applications for use in special permits, variances, and reclassifications.
Make land use field investigations.
Conduct field inspections €or compliance with zoning regulations and codes.

Prepare notices regarding violations and conduct reinspections to assure compliances.
Design and draw a variety of maps, charts, and other graphic representations.
Answer questions from the public, meet and correspond with property
owners regarding zoning requirements.
Check final maps to see if all conditions for the development are
met, and submit to department head for final approval.
Prepare simple written staff reports pertaining to planning applica- tions and nondiscretionary projects.
Conduct on site environmental review and complete necessary form indicating findings.
OUAL IF ICAT I ON S
Planning Technician I
Knowledse of:
Property description and requirements pertaining to prepara-
tion and maintenance of property maps.
Methods, practices, techniques, and instruments used in drafting.
Skills related to the design and layout of development plans.
Some knowledge of the principles and practices of municipal
planning.
Ability to:
Read and prepare maps, sketches, charts, graphs, and other graphic representations to be used for illustration in reports
and for display at public hearings.
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with those contacted in the course of work.
Communicate clearly and concisely, orally and in writing.
Experience and Education
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience
One year of responsible technical planning experience
preferably including drafting responsibilities or, if
no experience, have completed academic work similar to
Assistant Planner class.
Education
Equivalent to completion of the twelfth grade, including
or supplemented by courses in drafting, algebra, geometry,
and trigonometry.
Planning Technician I1
In addition to the qualifications for Planning
Knowledge of:
Organization and functions of the various

Experience
Two years of responsible subprofessional experience in planning; public contact duties involving development
processing, building, or engineering.
Education
Possession of an equivalent to a bachelor's degree from an accredited college or university with major work in
planning, public administration, community development, urban design, or related field.
