RESOLUTION NO. 7694
concurs, that the classification of Principal Civil Engineer -
Traffic should be included in the city's Classification and
Salary Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:

That the above recitations are true and correct.
That the City Council authorizes and directs the City
Manager to add the classification of Principal Civil Engineer -
Traffic described in Attachment A, attached hereto and made a
part thereof.
3. That the City Council authorizes and directs the City
Manager to add the title of Principal Civil Engineer - Traffic
to the appropriate city salary plan as shown on Attachment B,
attached hereto and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 7th day of August - , 1984,
by the following vote, to wit:

PRINCIPAL CIVIL ENGINEER - TRAFFIC
DEFINITION
Under general direction, to perform highly responsible supervisory
and technical traffic engineering work involving the design,
construction, and maintenance of traffic control equipment and
facilities; and the coordination, review and inspection of design
and construction work performed by private developers, engineers,
architects and contractors; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS .--
Incumbents in this class perform difficult and complex work requiring
prior professional traffic engineering work experience and will
supervise other less experienced professional or paraprofessional staff .
EXAMPLES OF DUTIES
Supervise, perform and coordinate traffic engineering work involving
the design and installation of transportation facilities such as
traffic lighting, traffic control devices, bikeways, streets, park-
ing facilities and other vehicular and pedestrian traffic systems.
Work with private development engineers and contractors to review
plans and coordinate work involving traffic systems in privately
constructed residential, commercial and industrial projects.
Coordinate and participate inoverall transit planning for the city.
Review plans, maps, specifications, estimates and other work for
accuracy, presentation, and conformance with established engineering
practices.
Perform field inspections of the traffic system element of projects
prior to, during, and upon completion.
Collect, analyze data, conduct special studies and perform other
work necessary to maintain an up-to-date circulation element to
the general plan, analyze and recommend traffic and transportation
policies and standards, assure effective coordination with surround-
ing transportation systems.
Maintain up-to-date inventory of traffic control devices, streets
and related transportaion elements.
Assist in the preparation of long-range capital improvement plans.
Prepare written reports on traffic engineering related projects.
Represent the city in the community and at professional meetings as required.

Coordinate traffic engineering related activities with other city
departments and divisions, and with outside agencies.
Supervise, train, and evaluate assigned staff.
QUALIFICATIONS
Knowledge of:
Principles and practices of engineering as applied to traffic
control.
Techniques for preparing designs, plans, specifications,
estimates, reports, and recommendations related to traffic
engineering.
Municipal operations as they relate to other city departments
and divisions.
Local, state, and federal laws pertaining to vehicular traffic.
Principles and practices of organization, administration,
budgeting and personnel management.
Current methods and equipment used in the control of vehicular
traffic .
Ability to:
Perform technical traffic engineering work of a complex nature
with a minimum of supervision.
Analyze traffic data and traffic flow networks.
Establish and maintain cooperative relationships with those
contacted in the course of work.
Design traffic flow and street lighting systems.
Communicate clearly and concisely, orally and in writing.
Supervise, train, and evaluate assigned staff.
Experience and Education
Any combination of experience and education that could likely provide the required knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Experience
Four years of progressively responsible professional
work experience in the field of traffic engineering.

Education
Equivalent to a bachelor!s degree from an accredited
college or university with major course wark in civil
or traffic engineering,
Necessary Special Requirement
Possession of a valid certificate of regi,stration as a Ciyil
or Traffic Engineer by the State Board of Registrqtian for
Professional Engineers.
Possession of a valid Class 1x1 California driveris license,
