RESOLUTION NO. 7921
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, URGING PROMPT
REAUTHORIZATION OF GENERAL REVENUE SHARING
WHEREAS, general revenue sharing provides to local
government critically needed financial resources with which to
address locally determined needs and priorities and,
WHEREAS, general revenue sharing, because of its
simplicity of administration and lack of federal restrictions,
is the most efficient form of federal financial assistance
to local government and,
WHEREAS, local government, over the years, has become
increasingly dependent upon general revenue sharing as a
reliable source of financial assistance and,
WHEREAS, many local governments operate on a budget
cycle which begins in July and runs through June and,
WHEREAS, such local governments are currently in the
process of developing their budgets for the fiscal year
1985-86 and,
WHEREAS, the ability to accurately project anticipated
revenues is essential to the ability of local government to
construct reliable budgets for the coming fiscal year and,
WHEREAS, the inability to so project anticipated revenues
threatens to severely disrupt budget preparation activities,
and generate a considerable apprehension on the part of citizens
who might be affected by the inavailability of general revenue
sharing during the coming year as a result of the program
dislocations which would be occasioned by the absence of this
revenue source and,

WHEREAS, the current general revenue sharing authorization
expires on September 30, 1986 and,
WHEREAS, should the Congress wait until the second year
of its 99th session, local governments will not have the advance
knowledge necessary to properly plan around this major
funding issue;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the Congress of the United States is urged to
act swiftly to reauthorize general revenue sharing.
2. That a copy of this resolution be forwarded to the
representatives of San Diego County in the United States
Senate and the House of Representatives.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad held the 5th day of
March , 1985, by the following vote, to wit:
AYES: Council mrs Casler, Lewis, Xulchin, chick and Pettine
