RESOLUTION NO. 7944
A mSOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF
THE CITY TO INCLUDE THE CLASSIFICATION
OF GRAPHIC ARTIST AND CHANGE THE
CLASSIFICATION OF AUDIO VISUAL SPECIALIST.
WHEREAS, the City Manager recommends and the City Council
:oncurs that the classification of Graphic Artist be included in
:he city's classification and salary plan and the classification
)f Audio Visual Specialist should be changed.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
5ty of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
lanager to add the classification of Graphic Artist as described
-n Attachment A, attached hereto and made a part thereof.
3. City Council authorizes and directs the City Manager to
:hange the classification of Audio Visual Specialist as described
-n Attachment B, attached hereto and made a part thereof.
4. That the City Council authorizes and directs the City
Aanager to add the title of Graphic Artist to the appropriate
city salary plan as shown on Attachment C, attached hereto and
made a part thereof.

GRAPHIC ARTIST
DEFINITION
Under general supervision to create, design, and produce varied
graphic art projects; and to do related work as assigned.
EXAMPLES OF DUTIES
Prepare layouts for publications, brochures, posters, projected visual aids, displays, and other projects.
Prepare two and three dimensional exhibits and displays.
Prepare a variety of display and visual aid materials such as
signs, posters, charts, and graphs.
Prepare other related graphic art as assigned.
Prepare and paint mural-size backgrounds or illustrations, props, and other items for displays, films, slide shows and live programs produced by library staff.
Designs, illustrates and prints library calendars, newsletters,
brochures, booklists and other publications used to promote library
programs and collections.
OUALIFICATIONS
Knowledge of:
A variety of printing and graphic techniques, materials,
designs, and processes.
Composition and production techniques.
Children's and adults' literature, authors, and illustrators; and ability to interpret literary and other ideas in picture form.
Ability to:
Prepare displays, exhibits, charts, graphs, other public
representations.
Draw free hand art work.
Produce quality layouts in various styles and media.
Understand and carry out oral and written directions.
Establish and maintain cooperative relationships with
those contacted in the course of work.

Graphic Artist (cont.)
To write correct copy, and to use a typewriter with
accuracy and moderate speed.
Must have ability to use an offset press and related printing machinery.
Experience and Education
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience
Two years of diversified graphic, commercial, or fine arts experience including the preparation and
production of graphic arts presentations, or
Education
Completion of an associate of arts degree or certificate
program in commercial, graphic, or fine arts, or a closely related field.

AUDIO VISUAL SPECIALIST
DEFINITION
Under general supervision provides still, motion picture, and video photography on informational, technical, scientific, and historical
topics for all city departments. Performs as a specialist in development and production of still, multi-image motion picture,
video, and audio information programs.
EXAMPLES OF DUTIES
Exercises initiative, imagination, and visual creativity in trans- lating information into visual formats, audio supported as
appropriate.
Photographs events for technical, historical, or newsworthy significance as assigned.
Conveys information of city activities using various media to the
local community, county, state, or federal officials.
Acts as director, cinematographer, still photographer, makeup
person, lighting director, sound recordist, editor, graphic arts
director, negative cutter, multi-image programmer, photographic
processor, and printing technician.
QUALIFICATIONS
Knowledge of:
Methods, techniques, and procedures for developing and utilizing audio-visual equipment and resources.
Basic functions and organization of a public library.
Ability to:
Operate 16 mm and Super 8 mm motion picture equipment, single system or double system sound systems, still and motion picture projectors, 35 mm and 2 1/4 still cameras, special lens and accessories, lighting equipment; tungsten or
electronics, film emulsions and their properties, subtractive and additive color processes.
Process black and white and color materials, edit film using
A -t B or checkerboard method, edit sound track, EFX track to
lab specs and ready films for composite printing.
Education and Experience
Any combination equivalent to experience and education that
would likely provide the required knowledge and abilities.

A typical way to obtain the knowledge and abilities would be:
Experience
Ten years of increasingly technical photographic work.
Education
Specialized audio-visual technical training preferably
supplemented by a liberal arts bachelor's degree.
