RESOLUTION NO. 8096
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
C RLSBAD, CALIFORNIA, AMENDING THE LAND USE ELEMENT
OF THE GENERAL PLAN TO CHANGE THE LAND USE DESIGNATION
FROM RC TO RM AND RLM ON APPROXIMATELY 11 ACRES OF
PROPERTY GENERALLY LOCATED EAST OF 1-5, SOUTH OF
HARRISON STREET AND WEST OF ADAMS STREET.
APPLICANT: CITY OF CARLSBAD
CASE NO. : GPA/LU 85-4
WHEREAS, the Planning Commission did on May 22, 1985
hold a duly noticed public hearing as prescribed by law to
consider amendments to the Land Use Element of the General Plan
GPA/LU 85-4; and
WHEREAS, said area has undergone previous environmental
review and the Land Use Planning Manager has issued a Notice of
Prior Environmental Compliance on May 9, 1985; and
WHEREAS, the City Council did on June 18, 1985 hold a
duly advertised public hearing to consider said amendments and a.
said time received the recommendations, objections, protests and
comments of all interested persons desiring to be heard; and
WHEREAS, the City Council after considering the proposec
changes to the Land Use Element of the General Plan, directed thc
City Attorney to return with appropriate documents to amend the
Land Use Element of the General Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California as follows:
A. That the above recitations are true and correct.
B. That the findings of the Planning Commission as set
forth in Planning Commission Resolution No. 2445, GPA/LU 85-4,
constitute the findings of the City Council except that the
portion of the property bordered by Adams and Hoover Streets is
a

changed from RC to RLM because it is bordered on both sides and
across those streets by single family residences and because the
street and circulation system is not adequate to handle
development of the area at the RM density, therefore, the RLM
designation is necessary to ensure compatibility with the
surrounding neighborhood.
C. That the Land Use Element of the General Plan is
amended as follows:
1. GPA/LU 85-4: Change the Land Use Element from
Residential Commercial (RC) to Residential Medium (RM) and
Residential Low Medium (RLM) on approximately 11 acres of
property generally located east of 1-5, south of Harrison Street
and west of Adams Street as shown on the map marked Exhibit 1
GPA/LU 85-4 attached hereto and made a part hereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of tht
Carlsbad City Council held on the 2nd day of JUY I
1985 by the following vote, to wit:
